　　张德江说，1972年中日实现邦交正常化40多年来，中日友好交往不断发展，这符合两国和两国人民的根本利益。近年来，由于日本政府在历史认识、领土争议问题上的错误做法，导致中日关系面临严峻局势。中国始终坚持走和平发展道路，珍视中日友好交往。希望日方正确面对历史，正确面对现实，正确面对未来，切实按照中日联合声明等四个政治文件的原则和精神发展两国关系。中国全国人大与日本国会在增进两国人民友谊方面具有独特优势。希望在座的各位议员坚定中日友好信念，发扬优良传统，为中日关系发展多做工作。
