山东联通小灵通携号转网
近日，青岛联通向小灵通用户发出通知，将于5月20日起停止提供小灵通服务。随后，济南、烟台和潍坊等市也相继发出有关通知。
昨日中国联通(16.27, 0.34, 2.13%)山东分公司对《每日经济新闻》记者表示，“由于目前无线市话(小灵通)厂商已停止向联通提供服务，山东联通17个市公司自5月20日起，将无法为用户继续提供该项服务，各分公司已向社会发布公告。”
根据山东联通出台的小灵通携号转网政策，用户可升级为2G用户，别人拨打原小灵通号码时，机主可用2G手机接听，显示号码仍为原小灵通号码。同时，用户还可以在号码不变基础上将原有小灵通变成固定电话使用。
工信部曾于2009年专门出台政策要求小灵通退市，但是至今5年过去了，各方依然没有采取强制性措施，只是坐等设备坏掉，用户自动转网或者退网。但这次山东联通采取一刀切的方式让人看到了一丝希望。一位不愿透露姓名的业内人士表示，这可能是小灵通退网的一个风向标。
退市缓慢主要因为资费便宜
事实上，小灵通因价格便宜，一度取得迅猛发展。2006年8月，国内小灵通用户达9300万户。而据工信部最新统计数据显示，2014年1月～2月，用户总数已降至706.2万户，比上年同期下降40%。其中中国电信(53.73, 1.97, 3.81%)占据一大半，该公司一季度报显示，小灵通用户为407万户。
为什么5年过去小灵通仍迟迟难以完成退市？对用户而言，资费便宜是主要原因。如果运营商采取强制措施，用户马上投诉甚至告上法庭，而工信部对运营商有严格的投诉率考核机制，导致运营商也不敢太过强硬。此前不少媒体报道，各地不断有小灵通用户将中国联通和中国电信告上法庭，要求继续提供小灵通服务，并且保证服务质量。
频段资源将引争夺
如果按照目前的退网速度，再加上运营商的推动，小灵通不久之后可能将完成全部退网。而退市之后，小灵通占据的频段资源或成三大运营商争夺的焦点。
事实上，小灵通占据一段优质频段资源———1900~1920MHz频段。野村综研通信战略部副总经理陶旭骏对《每日经济新闻》记者表示，这一频段一般都是给最主流制式和用户使用，因为低频段穿透力较强，通话质量好，用户体验好，同样的范围，低频段可以减少基站的数量，减少覆盖成本。尤其是现在4G阶段，新建基站非常难，即使拿钱也难以找到站址，这时一个好频段就成为争夺的对象。
早在2002年10月，原信息产业部曾将1880~1920MHz作为TD制式的主要工作频段。但是因为小灵通一直占据其中一段，中国移动迟迟未能得到。
上述业内人士对记者透露，中国移动其实一直想要这一频段资源，但是中国联通和中国电信一直以该频段上还有小灵通用户为由没有给。至今，中国移动也没有获得。
上述业内人士透露，其实中国联通和中国电信早在两年前就做出了相关的退市计划，但一直没有发布。联通和电信都将这一频段作为自己的筹码，与相关方面争取FDD牌照等各方面的利益。但这一观点未得到中国联通和中国电信方面的确认。
近日，工信部的《无线电管理条例(修订草案)(送审稿)》公布，征求意见稿借鉴国外做法，增加了通过招标、拍卖分配无线电频率资源的方式，明确了取得无线电频率使用许可的条件和程序。这或将让小灵通的频段资源的争夺更加扑朔迷离。陶旭骏表示，无线电频率的拍卖一直是国际惯例，这一频段有可能采取招标拍卖。而三大运营商将会围绕着这一资源展开旷日持久的争夺。
