《通告》明确，单位购买散装汽油的，经办人需提供单位介绍信(注明用途、数量)、营业执照复印件和本人身份证件，到单位所在地派出所开具购油证明，后到指定的加油站购买，不得向非制式铁桶加装散装汽油。
《通告》明确，为切实保障公民人身和财产安全，有效维护首都社会治安和公共秩序，严防不法分子利用汽油制造事端，单位或个人因生产、生活需要购买散装汽油的，应使用制式铁桶盛装，按照以下规定购买并妥善保管：单位购买散装汽油的，经办人需提供单位介绍信(注明用途、数量)、营业执照复印件和本人身份证件，到单位所在地派出所开具购油证明，后到指定的加油站购买；个人购买散装汽油的，购买人需提供由居住地居(村)委会出具的统一制式的购买申请(注明用途、数量)，持本人身份证件，到居住地派出所开具购油证明，后到指定的加油站购买。
《通告》要求，严格审验购买人或经办人提供的派出所购油证明和身份证件，并如实登记购油人的姓名、身份证号码和购买数量、用途；不得向非制式铁桶加装散装汽油，并全程监督加油过程。
《通告》强调，任何单位或个人不得在加油站寻衅滋事，妨碍加油站正常经营秩序。违反治安管理的，公安机关依据《中华人民共和国治安管理处罚法》予以处罚，构成犯罪的，依法追究刑事责任。加油站和加油员违规销售散装汽油的，主管部门依据相关规定予以行政处罚。
《通告》明确，政府主管部门将加大对购买、销售散装汽油行为的监督、检查力度，广大群众对发现的违规购买、销售散装汽油行为，可拨打属地派出所报警电话进行举报。
