本报讯(记者李文姬) 近日，脑死亡者被摘心，千里送心救男孩引发争议。今天上午，国家卫计委新闻发言人宋树立对此进行了回应。
今天上午，国家卫计委新闻发言人宋树立回应称，2011年4月原卫生部办公厅印发了《关于启动心脏死亡捐献器官移植试点工作的通知》，在《通知》里，附件公布了中国心脏死亡器官捐献分类标准，一共三类，一类是指国际标准化脑死亡器官捐献，二类是心脏死亡，三类是混合的。
宋树立表示，在脑死亡案例当中，判定脑死亡并用于器官移植有三个条件：一是要经过严格的医学检查后，各项指标符合脑死亡国际现行标准和国内最新脑死亡标准，由认证专家明确判断为脑死亡。
二是家属完全理解并且选择按脑死亡标准停止治疗、捐献器官，有一个双方认可。
三是同时获得案例所在医院和相关领导、部门的同意和支持。符合这三个方面的标准，就可以判定脑死亡，并且用于器官捐献。这是目前我们国家的规定。相关的标准在卫生计生委的网站上可以查到。
宋树立也称，的确脑死亡的法律标准现在还处在发展过程当中，我们会视情况和相关部门商定来加以推动。
但同时宋树立也表示，无论是世界卫生组织确定的器官捐献的原则还是国际惯例，还是我们国家的标准，都不能因为捐献而判定死亡，还是要知情，要达到一定的标准，要获得相关部门的同意。
近日，脑死亡的21岁广西小伙子小叶在桂林解放军181医院无偿捐献心脏、肝、肾和眼角膜，心脏随后被送往北京，移植给一名正在靠"人工体外心肺辅助装置"维持生命的12岁江西小男孩。

姚宏文表示，为实现这些目标，要提高基本医疗素养，将基本医疗素养促进工作纳入医疗卫生机构综合考核和健康促进医院建设工作。同时将提高居民慢性病防治素养作为健康教育工作的重点任务，并多种方式进行干预。此外，各级卫生计生行政部门要做好突发事件应急处置、食品安全、精神卫生、地方病和职业病等领域健康教育工作。
