　　新华社记者8日采访了解到，新安县房管局成立于1991年，为自收自支全民事业单位。因无收入来源，拖欠职工工资，为解决职工工资问题，经上级部门批准，当年成立了房地产开发公司，为全民所有制企业。2002年和2011年，该公司经过股份制改造和增资，更名为“洛阳欣荣房地产开发有限公司”。注册资本2050万元，房管局占资69.74%，职工股占资30.26%，职工股人数116人，由四名副局长代表职工持股。该公司开发的楼盘，主要为经济适用房和廉租房，赢利用于解决全体职工的工资。
