　　皇家一号侧门处的员工休息室里面摆放着星级酒店门童所戴的圆形帽子和白手套。墙壁上张贴着皇家一号国际娱乐会所文件，内容包括员工请假条例，员工值班条例规定等，在这些文件下方都签着总经理王国友的名字。

　　天价消费 充卡百万赠奥迪车

　　李达说，皇家一号内共有150多间包房，每个包房的价格依据档次高低从990元到9900元不等。皇家一号在装修阶段已经有很多客户充卡，为了吸引客户充卡，还曾承诺充卡百万以上者则赠送一辆奥迪轿车，这招确实引来了不少人。

　　“一罐普通啤酒，里面的价格是80块钱，再点瓶洋酒、饮料、啤酒，再加上小姐的台费，没有几千块钱根本进不了大门。”他说，奔驰、宝马、奥迪之类的车在这里不算什么好车，保时捷、阿斯顿马丁、劳斯莱斯一类的豪车在这里也很常见。

　　而在皇家一号内还有几个特殊包房是为非常尊贵的客人准备的，这些客人来此后，可以将车直接从地库开到包房门口。

　　在曾经来过皇家一号的周先生印象中，皇家一号女公关们都身着空姐制服，每人都会拉着一个规格式样相同的小旅行箱，而非一般的夜总会女公关们艳丽暴露的着装。

　　霸道一时 殴打女服务员父母

　　在皇家一号周边工作的张师傅讲起其昔日盛况时感叹：“整块的水果，直接就扔在外面，他们到这就是喝酒，那些果盘一个就得几百上千的，点完了根本不吃。”。

　　张师傅说，皇家一号还发生过让人愤慨的事。当初一个18岁的女孩子瞒着父母在这里做服务员，后来父母要把孩子带离这个场合，结果保安对女孩的父母大打出手。

　　纳税疑云 去年每月缴税2.73万

　　如此天价消费的娱乐场所，究竟揽金几何？

　　《民主与法制时报》、《大河报》等媒体报道，皇家一号每晚营业收入最少达50万元。周先生称，就算一般上些档次的夜总会，一晚营业收入也能有10多万至20多万元。

　　现在能查询到皇家一号的税务登记信息，其在税务部门的显示记录是“郑州市郑东新区皇佳壹号娱乐中心”，注册地址就是被查处的皇家一号夜总会所在地。

　　去年1月份开始，其每个月共需缴纳“营业税—娱乐服务业歌舞厅；城市维护建设税—市区(营业税附征)；教育费附加—营业税附征；地方教育附加—营业税附征；文化事业建设费—娱乐业；价格调节基金—娱乐业”共6种征收品目。每个月的地税纳税额度都相同，只有2.73万元。

　　记者向郑州市地税局咨询，工作人员表示，在2011年以前，娱乐行业地税缴纳依据营业额的20%进行征收，2011年之后，除高尔夫之外的娱乐行业地税缴纳率降低，但征收比例仍占营业额的5%。

　　因此，皇家一号的营业额与其税务记录相去甚远。

　　有业内人士解释，如果有人要求开具发票或者用支票走账，很难偷漏税，但是如果消费者是以现金支付方式或不开发票，这一部分完全可以偷漏税。

　　郑州当地经营娱乐会所的匿名人士透露，夜总会、娱乐会所等以各种方式逃税在业内是人所共知的事，客人如果不开具发票，这些营业额有关部门便无法查询；各个会所也会以打折、赠品等方式，提出不给客人发票。

　　记者向郑东新区地税局了解皇家一号是否存在偷漏税行为，该局刘姓负责人表示，目前针对皇家一号在税务方面存在的问题，已经由省地税稽查局进行调查，现在一切都在侦办当中，郑东新区地税局尚未得到反馈信息。

　　“皇家”末路 行动前警方腾看守所

　　去年11月1日凌晨，辉煌一时的皇家一号夜总会走到了尽头。入夜时分大批警察将皇家一号周边道路全部封锁，除了空驶出租车之外，所有人员车辆只许进不许出。

　　住在附近某小区的刘航说，当时包括武警、公安在内的数百人在各个路口设卡，附近还停了10多辆大巴车。事后他才知道，新乡警方奉调进入郑州查办皇家一号，当晚皇家一号内照常莺歌燕舞。“以前也经常有这样的行动，根本没事，他们估计才不会紧张”。

　　据媒体报道，当晚警方进入皇家一号后将所有陪侍人员及来此消费的客人全部带走，共装满了15辆大巴车。

　　行动开始后，皇家一号一名执行董事面对警察声称，“我保证，你们怎么抓的，怎么给我放回来。”事后，这位执行董事和他的儿子还四处捞人。但次日此事惊动了省公安厅领导，领导严令放的人马上抓回来，否则后果自负。所有被放走的人又都一个个归案，而这位执行董事和他的儿子也被一并送进了看守所。

　　《大河报》报道，警方针对皇家一号的暗中调查在去年8月就已进行，警方人员奉命在皇家一号内卧底搜集证据，而此时正是河南省十二届人大常委会第三次会议决定任命王小洪为河南省公安厅厅长的日子。查处皇家一号案，也被称为王小洪厅长上任后打的第一场漂亮仗。

　　据知情人透露，行动前夕，省公安厅只有王小洪厅长等几名主要领导以及新乡市公安局主要领导知道行动目标，之所以如此就是防备有人向皇家一号通风报信。而在行动之前，已有一些蛛丝马迹显露出，新乡市各区县看守所以及中牟县看守所的部分在押人员被紧急转移，这样做的用意是要腾出空地来关押皇家一号被带走的人。

　　反腐利剑 涉案官员接连落马

　　就在大家纷纷猜测，河南省公安厅之所以异地用警，肯定是郑州警方内部有皇家一号的内线时，今年4月21日郑州市有关部门证实，郑州市公安局副局长周廷欣等8名民警涉及皇家一号案被调查。

　　皇家一号案，到目前为止又有一名官员被曝深涉此案，其正是原驻马店市委书记刘国庆，其在皇家一号也有股份，至于是干股还是资金入股，目前尚在调查之中。毫无公安工作履历的他于1995年进入河南省公安厅工作，后官至常务副厅长，于2008年调往驻马店任职，消息人士透露，刘国庆去驻马店任职实属无奈之举，因为他的实际目标是省公安厅厅长一职。

　　之所以皇家一号被查办，知情人称，皇家一号这个曾经风靡一时的高档会所，也终如天上人间、东莞太子酒店一样，带着涉黄的罪名走向末路，而因其引发的官场震荡也势必会继续下去。
