除了海南和天津之外，今年工业和信息化部还将携转试验范围扩大到江西、湖北、云南三省。据了解，上述省份监管部门正在监督当地运营企业进行系统建设、网络和业务调整工作，预计将在今年第三季度开启携转试验。

根据规定，试验期间，携转申请人首先需要在携出方营业厅查询确定申请业务的号码是否符合上述条件，之后可携带申请人身份证件和相关号码SIM卡到携入运营商营业厅免费申请使用号码携带业务。从用户号码携带的申请被确认受理到开始提供号码携带业务的时间最长为2个工作日。试验期间已经完成号码携带的用户，可于试验结束后继续享受携转后所在网络的服务。
事实上，海南省曾于2010年11月正式启动了移动用户号码网间单向携转试验，当时的政策是中国移动除157、188号段外的其他移动用户可以携号转网到中国电信、中国联通的移动网络，中国电信和中国联通移动用户之间互不携转。
海南省通信管理局局长薛良燕指出，从实际效果来看，试验对于了解用户和市场对号码携带的反应与需求、优化电信市场竞争、促进电信企业不断改善服务起到了积极作用，得到用户和社会的广泛欢迎。
服务是关键
海南省实行携号转网试验“单改双”之后，或许会对当地移动通信市场格局产生影响，运营商之间的竞争将进一步加剧，为留住用户，做好存量经营，三大基础运营商势必会提供更好的服务。
薛良燕表示，海南省各基础电信运营企业在上一轮单向携号转网试验中，完善应急处理机制，及时解决试验过程中出现的短信时延、用户申诉等问题、规范基础运营企业经营行为，确保电信用户能够享受到应有自由选择权。
北京邮电大学教授曾剑秋认为，对于携号转网，主要是服务方式的改变。过去运营企业的服务应该说从某种程度上还是一种被动的，携号转网这个政策出台以后，运营商服务从被动改为主动。
也有业界人士认为，“单改双”携转试验开展之后，客户至上的原则将更加凸显，如何把自主选择权更好的交还给客户，怎样给客户送去更好的产品体验、更优的服务，将成为三大运营商今后的挑战。
影响有限
从2010年开始的“携号转网”试验不仅要促进电信市场竞争，而且还要削弱某家运营商在纵向市场中相对的市场优势地位，不过在北京邮电大学教授舒华英看来，这一试验并没有达到预期的效果。
而独立电信分析师云晴也认为，从目前的情况来看，双携本身对市场势力并没有形成太大影响——除非某一家运营商本身的服务质量或是品牌价值出现较大变化。“而这些在我看来都是长期变化的因素。”云晴表示。
据公开统计数据显示，截至2013年4月30日，海南、天津两地仅有71175名用户携号转网。

为此，云晴认为，市场垄断程度、市场成熟度、市场参与者的理性程度和市场占有目标都会对结果产生比较大的影响。“具体出现怎样的格局，主要是看市场监管者、转出运营商、转让运营商及客户之间的博弈情况而定。”云晴表示。
