  以上事故均发生在国道321线内江东兴段,而这仅仅是该路段致人死亡交通事故的一部分。成都商报记者从内江交警部门获悉,自2012年1月改建通车至今年4月,28个月的时间,该路段共发生40起致人死亡交通事故,致43人死亡,其中大部分发生在城区段。


  国道321线内江东兴段全长32.8公里,起于东兴区富溪乡四美大桥,止于东兴区椑南乡。其中城区段长26.4公里,双向六车道,设计时速60公里。该路段穿越内江城郊结合部,是一条连接内江城区和内遂高速及沿线多个乡镇的重要通道。然而,随着近年来交通事故频发,28个月夺命43条,这条通道已成为部分驾驶员和沿线群众眼中的“魔鬼路段”。此路段为何“危机四伏”?对此,成都商报记者历时近一周时间展开调查,试图解开这条路的“死亡之谜”。


  记者调查:夺命路段存“四大隐患”


  隐患{1}



  18处交叉路口仅两处有红绿灯 路面标示混乱


  5月20日下午,成都商报记者驱车从四美大桥出发,沿国道321线至椑木镇南瓜桥行驶。该路段路面宽阔,视线好,按限制时速行驶,约30分钟即可跑完全程。沿途先后经过内遂高速内江北站路口、胜利镇至富溪乡乡道路口、兰桂大道路口、大千路北延线路口、西林大道北延线路口、省道206线连接线路口、汉安大道与长江大道路口、兴盛路路口、双桥路路口、原国道321线岔路口等10多个较大的岔路口及部分较小的岔路口,交叉路口共有18处。


  18个路口中,仅有汉安大道与长江大道十字路口、大千路北延线T型岔路口两个路口安装有红绿灯,且后一处红绿灯目前尚未投用。而在兴盛路T字型岔路口、西林大道北延线T型岔路口、椑木镇原国道321线Y型岔路口等车流、人流较多的岔路口,并未安装红绿灯。


  据观察,国道321线内江城区段部分路口存在交通设施不够完善及交通标志、标线不完善甚至不合理的情况。比如:兰桂大道Y型岔路口与弯道相连,岔路口还有一个急转弯,路面并无减速带等减速设施;省道206线连接线T型岔路口,道路中央为禁止越过的双实线,资中至隆昌方向车辆左转进入省道206线及省道206线车辆左转进入国道321线前往隆昌方向,均需越过道路中央双实线;汉安大道与长江大道十字路口虽有红绿灯控制,但地面并未施划停车线等标线。

  车辆超速现象严重 不少长下坡路段无减速带等设施


  成都商报记者发现,国道321线东兴城区段全路段无固定测速,不少长下坡路段及岔路口也无减速带等减速设施,道路中央无隔离带,两侧仅部分路段安装有护栏。


  5月22日21时许,成都商报记者驱车从兰桂大道岔路口行驶至兴盛路路口,按接近时速60公里限速(该路段限速60公里)的速度行驶,先后被2辆货车、3辆轿车超过。


  5月23日12时40分,成都商报记者再次驱车从兴盛路口出发,经国道321线,以时速60公里左右的速度往椑木镇南瓜桥行驶。12时54分,车辆抵达南瓜桥,沿途被1辆货车、2辆轿车、1辆摩托车超过。12时55分,从南瓜桥出发,以时速60公里的速度往四美大桥行驶,并于13时23分抵达四美大桥,沿途先后被11辆车超过。其中,有的货车还是满载货物。


  俗话说,“十次车祸九次快”。沿途多位曾目击交通事故的居民称,据他们观察,国道321线内江城区段的车辆超速现象严重,肇事车辆在事故发生时绝大多数都存在车速过快甚至超速的情况。“这一公里内,前年以来至少撞死了五六个人。”兴盛路路口附近一石料厂工作人员李某说,“路好了,车跑得飞快,被撞死的人这么多,简直就是一条死亡之路。”

  国道321线东兴城区段穿越内江城北、城东的城郊结合部,并连接东兴区富溪乡、郭北镇、小河口镇、椑木镇等多个乡镇,车流量大,沿线居民也较多,该路段也成为沿线居民出行的必经通道。


  成都商报记者探访发现,国道321线东兴城区段沿途经过小河口镇、兴盛路路口、胜利镇桑园村路口等多个相对集中的居民区,沿线其他路段也分散居住不少居民。然而,该路段仅在大千路北延线岔路口、兴盛路岔路口等少数路口设有斑马线,大部分路口及路段均无斑马线等行人过公路设施。由于行人过公路设施缺乏,不少路段存在行人横穿公路现象,尤其是天黑前后行人较多时更为突出。有的行人沿道路行走时,并未靠边行走,甚至接近车道行走。


  此外,该路段摩托车也较多,不少摩托车存在随意占道、超车行为。22日下午,在南美大桥附近路段,行驶在道路上的多辆摩托车并排前行,有的摩托车占用前行方向左侧第二条甚至第三条车道行驶,更有摩托车越过道路中央双实线超车。类似的情况在整个路段随处可见。


  [警钟]成都商报记者根据媒体报道等整理的该路段14起致人死亡交通事故中,有7起致行人死亡,4起与摩托车有关。据知情人士介绍,该路段40起致人死亡交通事故中,大部分与行人、摩托车有关。

  全路段无路灯 远光灯造成“视觉盲区”


  “这条路没有路灯,晚上漆黑一片,随时担心后面来辆车。”住在国道321线兴盛路路口附近的刘建说。


  5月21日、22日,成都商报记者连续两天晚上驾车前往体验该路段路况。由于全路段无路灯,在无车辆通过时,该路段一片漆黑,地面上及部分路段安装的两侧护栏上也无反光标志。


  会车时,大部分车辆能自觉将远光灯变换为近光灯。然而,仍有部分车辆开着远光灯疾驰而过,前方便是一片刺眼的强光,记者无法通过玻璃看清前方路面的情况。


  “滥用远光灯,就等于谋杀。”长期往返于该路段的货车司机伍师傅说,夜间会车,对向车辆开远光灯,形成视觉盲区后,若前方有行人横穿道路,等司机从视觉盲区中反应过来后,根本来不及刹车。

  内江交警部门相关负责人介绍,国道321线东兴城区段存在路口多,路口红绿灯、减速带等交通设施及交通标志、标线不完善等安全隐患。通过调研,交警部门认为,安装照明设施,规范路口的红绿灯、标牌、标志、标线,在下坡路段、弯道处安装减速带或强制减速梗,限制教练车上路,增加流动和固定测速设备以降低车辆行驶速度等,可有效预防国道321线东兴段交通事故的发生。

  若事故多发



  路段防护标准会相应提高


  据公路部门相关负责人介绍,每条公路都有相应的防护标准,根据等级、路面宽度不同而采取相应的安全防护措施,如交通事故多发,该路段的防护标准还会相应提高。


  就公路配套设施的施工流程来看,一般情况下,地面标线、护栏及路口、急弯、长下坡等提示标牌由施工单位按设计要求完成,电子监控设备一般由交警部门设置。非城市道路的公路一般未安装红绿灯,如建好后,城市道路与之相交,需安装红绿灯,则由城市道路建设方与公路管理方联系安装,并完善标线、标识、标牌。
