　　记者：会不会是内地的弃婴岛遇到了很多问题，给我们的弃婴岛的建立也带来了干扰？

　　朱洪：原来这个床位就是满足南京地区，江苏地区，现在全国各地都来了嘛，有了安全岛了嘛。他进来肯定是没有户口的，没有户口哪有医保呢？那肯定得靠地方政府。说句心里话，这个事情不是我们一个南京，也不是江苏省的事情，江苏来增加床位，那就是来增加地方政府的负担，那么政府的负担为什么江苏人民来抗这些费用呢？这个事情，不是某一个省，一个市的。

　　困境如何解决？江苏省民政厅有关负责人曾感慨：“如果多一些城市搞试点，南京儿童福利院的压力可能就没这么大了。”朱洪也建议：加快各地婴儿安全岛建设速度，避免弃婴在少数地区过度集中。

　　不过，在原计划今年六一前后启用弃婴岛的河南，郑州市儿童福利院副院长侯晓学说，福利院的床位已经接近饱和，一旦启用弃婴岛，同样将面临床位不够的难题。

　　侯晓学：我们当时还设计床位我们是分两期建的，两期分别是400、430，一共830张床位。现在是八百多，已经过八百了。今年弃婴接收量比往年有较大幅度的增加，在这期间我也听我同事说接过一些咨询的电话，有弃婴岛启动以后往这儿送的意思。

　　如今在各地“弃婴岛”，“弃婴属违法行为”的标语被张贴在醒目的位置。在内蒙古包头市社会儿童福利院业务科科长薛晔看来，即使婴儿安全岛在各地建成，抛弃婴儿的行为也不值得鼓励。关于“弃婴违法”的宣传还需要进一步加强。
