　　新华网北京5月27日电 (记者崔清新)最高法、最高检、公安部、司法部27日在京召开全国社区矫正工作会议。记者从会议获悉，我国将进一步全面推开社区矫正、健全社区矫正制度。

　　我国的社区矫正2003年开始在北京、上海、江苏等6省市试点，2005年进一步扩大试点省份，2009年在全国试行，目前已在全国范围内开展。据统计，截至2014年2月，各地累计接收社区服刑人员184.7万人，累计解除矫正113.8万人，目前正在接受矫正的社区服刑人员达70.9万人。

　　司法部部长吴爱英评价说，全面试行社区矫正，一是为维护社会和谐稳定做出了积极贡献。把那些不需要、不适宜监禁或者继续监禁的罪犯放在社区接受改造，使他们保持正常的家庭和社会关系，避免和减少了很多社会问题；同时加强监管教育，有效减少了托管漏管及重新违法犯罪。二是有效降低了刑罚执行成本，为国家减少了大量监禁罪犯所需的监狱场所、设备设施等经费。三是改革完善了非监禁刑罚执行制度，将监督管理、教育矫正与社会适应性帮扶融为一体，建立完善了社区矫正和监狱工作相辅相成、互为补充的刑罚执行制度。

　　关于进一步全面推开社区矫正、健全社区矫正制度，吴爱英指出，进一步全面推开社区矫正，意味着这项工作在全国全面开展、依法规范运行。要在工作基础比较好、机构队伍比较健全、基础保障比较有力、条件比较成熟的地方稳步扩大社区矫正适用。要进一步健全制度，把这项工作摆上重要议程，纳入日常工作规划，机构队伍要列编，基础保障要到位。要大力提高教育改造质量，提高社区矫正工作水平。

　　吴爱英强调，要坚持依法适用，严格依照刑法、刑事诉讼法规定，准确把握社区矫正的适用范围，及时将管制、缓刑、假释和暂予监外执行罪犯纳入社区矫正；对凡经判决、裁定或者决定适用社区矫正的罪犯，一定要及时接收执行。同时要从当地实际出发，充分考虑社区建设、社会资源、工作力量等方面实际情况，科学进行风险评估，积极稳妥地加以推开，不急于求成，不盲目追求数量规模，确保社区矫正在进一步全面推开中切实可控、平稳运行。

　　社区矫正是一项重要的非监禁刑罚执行制度，是将管制、缓刑、假释、暂予监外执行的罪犯置于社区内，由专门的国家机关在相关社会团体、民间组织和社会志愿者的协助下，在判决、裁定或决定确定的期限内，矫正其犯罪心理和行为恶习，促进其顺利回归社会的刑罚执行活动。
