China responded more talk in Xisha Islands

　　有记者问，5月23日，越南外交部举行新闻发布会，介绍了越南对西沙群岛的所谓“历史法理依据”。中方对此有何评论？

　　秦刚说，看了越南外交部上星期五举行新闻发布会的有关内容，我感到非常荒唐、可笑。

　　秦刚称，大量的历史证据表明，西沙群岛自古以来就是中国固有领土，中国人最早发现、最早命名、最早开发经营、最早进行管辖和行使主权。中国人是西沙群岛无可争辩的主人。早在公元前2世纪，也就是汉代的时候，中国人就已经在南海航行，并且发现了西沙群岛。此后，中国人陆续来到西沙群岛进行开发、经营。有史料证明，中国唐宋时期就有中国人在西沙群岛从事捕捞活动，北宋海军当时已经巡航到了西沙群岛，这说明中国当时已经对西沙群岛实施了有效管辖。元代时著名天文学家郭守敬就在西沙群岛设立天文点，证明当时西沙群岛已经在中国的疆域内。

　　秦刚指出，上世纪70年代中期之前，越南方面一直公开和正式承认西沙群岛属于中国。1956年，越南外交部负责人对中国驻越南使馆临时代办明确表示西沙群岛属于中国。1958年，中国政府宣布，中华人民共和国的领海宽度为12海里，并且明确指出这项规定适用于中华人民共和国的一切领土，包括西沙群岛。中国政府作出上述宣布后第10天，时任越南总理范文同就照会周恩来总理，表示越南政府承认中华人民共和国关于领海决定的声明，尊重这项决定。长期以来，越方的官方文件、教科书、地图都明确表示西沙群岛属于中国。

　　秦刚表示，而1975年后，越方背弃了以前的这些承诺，转而对西沙群岛提出主权要求。上星期五越南外交部的新闻发布会发表的这些言论，再次证明这个国家歪曲历史、否认事实，出尔反尔、背信弃义。这个国家的国际信用等级很低。

　　秦刚强调，中国政府和人民捍卫国家主权领土完整的决心是坚定不移的。
