　　新华网北京5月27日电 中国政府网27日消息，国务院办公厅近日印发的《2014年食品安全重点工作安排》提出，要规范“无公害农产品”、“绿色食品”、“有机产品”、“清真食品”等食品、农产品认证活动和认证标识使用，规范转基因食品标识的使用，提高消费者对质量标识与认证的甄别能力。

　　工作安排明确，加大土地和水污染治理力度，重点治理农产品产地土壤重金属污染、农业种植养殖用水污染、持久性有机物污染等环境污染问题，努力切断污染物进入农田的链条。

　　在落实企业主体责任方面，工作安排提出，探索建立企业首负责任制和惩罚性赔偿机制。在婴幼儿配方乳粉、白酒生产企业试点“食品质量安全授权”制度，通过企业授权质量安全负责人，对原料入厂把关、生产过程控制和出厂产品检验质量安全负责。同时，探索建立“谁生产谁负责、谁销售谁负责”的企业首负责任制和食品质量安全惩罚性赔偿机制。

　　工作安排还提出，加快婴幼儿配方乳粉企业良好生产规范实施，严格行业准入和许可制度，采取多种方式推进婴幼儿配方乳粉企业兼并重组，积极鼓励一批基础好、管理优、潜力大的婴幼儿配方乳粉企业做优做强。

　　此外，工作安排指出，落实食品安全违法行为有奖举报制度。地方各级人民政府要设立食品安全举报奖励专项资金，适度扩大奖励范围，对提供有效线索、经查证属实的，要及时兑现奖励。对举报违法制售、使用食品非法添加物等严重违法犯罪问题的举报人，以及违法生产经营单位内部举报人员，适当提高奖励额度。严格执行举报保密制度，依法严惩对举报人打击报复的行为。
