举报：小型国企一半成员是亲戚
“24名在册‘职工’，竟然有一半是亲戚”。近日，惠州市金属回收公司两名职工钱永丰、陆明胜向南都记者爆料，他们公司的下属国企惠州市金属回收公司废旧机动车辆拆解中心(下称拆解中心)2014年经营方案出炉。该方案显示，4名领导的8名亲属被列入公司的24名“职工大名单”。
惠州市金属回收公司昨日向南都记者证实爆料者提供的2014年经营方案内容属实。
两名职工称，该方案中，拆解中心公司6名领导班子成员有4人安排亲属进入企业工作。其中党委书记、董事长文辉安排了4人，分别是儿子文锦艺(购销部)、儿媳钟慧(安全部)、妹妹文丽华(财务部)、亲属江景华(购销部)；总经理余建新安排了2人，1人是侄子余志聪(购销部)、另1人是表哥邱建辉(购销部)；董事谭炳雄安排了1人，其儿子谭小龙为购销部工作人员；董事黄振强安排了1人，其儿子黄超为购销部工作人员。
两名职工称，今年4月，公司举行2014年员工大会，会上，公司董事长文辉宣布包括上述人员安排在内的经营方案。文辉称，文丽华是经过“组织决定”从别的公司调来。
两名职工介绍，公司领导如此明目张胆地集体安排亲戚进入公司，多数职工敢怒不敢言。3名领导安排亲生儿子进公司分别是在2012年下半年和2013年10月份。文辉的儿子被安排进公司是2013年10月。
幕后：曾申请查账输了官司
两名职工称，他们2013年向惠州市检察院举报了上述内容，但仅是“副产品”，主项是举报公司领导文辉等4人涉嫌贪污国有资产等。
二人称，他们向惠州市检察院提供的举报材料中还有，公司的拆解中心建设耗资200万元，但没有公开招投标；公司违规办理消防验收程序；公司领导在回收大型公共汽车过程中吃回扣等。
2名职工为何举报？他们称此前曾以惠州市金属回收公司拆解中心股东身份向法院申请查看公司账目，尽管一审在惠城法院胜诉，但此后在惠州市中级人民法院败诉。
2012年11月，惠州市中级人民法院判决，该拆解中心并非按照《公司法》设立的公司，钱、陆二人也非《公司法》上规定的股东，该2名股东查账没有法律依据。
走访：3名年轻人正常上班
昨日上午10时许，惠州市金属回收公司董事、副经理黄振强的办公室内，一名年轻人拿着报表过来咨询。
黄振强、谭炳雄、张小明都在这间办公室内，3人介绍，来者是谭炳雄的儿子谭小龙。“说他们没做事，这是在做啥？”张小明表示，举报人不尊重事实。
12时许，南都记者看到总经理余建新的侄子余志聪来到办公室，此后他前往拆解工地拆卸一副车牌。旁边的黄振强介绍“阿聪做事很辛苦，拆车牌，一些拓印工作还要钻到车底下去”。
2名职工介绍，文辉的儿子、儿媳昨日应该还处于休假阶段。南都记者看到，文辉的办公室大门紧闭，其儿子、儿媳均未出现。
黄振强还在多间办公室内展示一叠叠的报废手续资料。他介绍说：招聘进来的年轻人，他们处理的汽车报废工作，程序繁琐，有拍照、登记等等。特别是在电脑录入方面，年纪较大的员工都属于“电脑盲”，现在的报废车辆多了，办公方式必须升级，“更需要他们懂电脑的才能操作”。黄振强直言，“没有这些‘临时工’，并且不招新人的话，公司会瘫痪了。”张小明和谭炳雄对此表示认同。
进展：检察院已带走董事长调查
多个可靠信息源向南都记者证实，惠州市金属回收公司法人代表、其下属的拆解中心董事长文辉在5月16日被惠州市检察院带走调查。
一名职工描述，5月12日下午，公司分管财务的会计、出纳被带走调查2天。此后16日，文辉等6人领导班子的5人被带走调查，财务和出纳则先后正常出现在公司。
但至5月18日，仅剩文辉一人继续接受调查，其他拆解中心公司领导均正常出现。有知情者介绍，文辉已被羁押在惠州市看守所。
实名举报的2名职工钱永丰、陆明胜向南都记者介绍，惠州市检察院已向他们明确告知，文辉一案已经立案调查。
昨日下午，南都记者前往惠州市检察院，该检察院办公室张姓工作人员拒绝南都记者进入办公区当面交流，其通过保安传达室电话称，此案办案人员不在，案件尚在侦办中，不便透露案情。

拆解中心：7人是临时工1人是调动
昨日，拆解中心董事黄振强、谭炳雄、张小明等3人在办公室内向南都记者证实，他们4名班子成员与8名员工之间的亲属关系属实。他们强调，1人(文丽华)是正常的组织调动，另7人则是经过公司领导班子集体讨论。
谭炳雄介绍，自己的儿子进来，是担心儿子在外面学坏，儿子此前几年毕业都没有工作。“起码就近点，他每天上班下班干嘛，都在我们眼前”。
谭炳雄同时也对文辉的儿子录用过程表态，“他也是一样，儿子在外面，不如在自己面前”。
黄振强和谭炳雄均称，招聘子女进入企业，这在惠州市金属回收公司这家国企并非领导人独有，他举例了至少2名普通员工，也有亲属被以临时工招聘进来。
谭炳雄指称，举报人之一钱永丰，此前也是被招聘进来的，那时候一进来就是职工。他称，临时工的待遇刚开始只有职工的6成，现在也只是7成。
黄振强等人介绍，其他亲属要么是做司机，要么做普通业务员，这些岗位都是“干活的”，不会清闲。3名公司领导的儿子的工作都与计算机相关，这些活年龄大的人做不了。黄振强介绍，公司的临时工也并非仅有亲属8人，另外4名保安、8名切割工人均属临时工。但南都记者确认，4名保安及8名切割工人未出现在2014经营方案名单内。
上级公司：符合公司法规定
昨日，惠州市国资委人事科叶姓科长介绍，惠州市金属回收公司及其下属的拆解中心如果录用正式职工，国资委会进行审核，但目前为止，该公司应该没有大批量地录用正式职工。该科长介绍，招聘临时工应该不用向国资委一级报备，招聘的临时工是否回避直系亲属，应该没有这么具体的规定。
拆解中心上级公司惠州市物资总公司胡姓纪委书记也给出类似说法。他表示，拆解中心招聘临时工符合公司法规定，不用向上级公司申请审核。
胡姓书记还对该公司职工实名举报上级提出自己看法，“单位做错事，个人来承担？困难企业有些不正规，也是可以理解”。
他证实，8名亲属之一的文丽华是正常调动，这个我们有据可查。

公司领导：“他们很争气的”
“他们很争气的，为了避嫌都是很积极干活的”。昨日，受访的3名公司领导之一谭炳雄如是向南都记者描述亲属的工作状态。
南都：这么多领导的小孩进入公司，会不会不正常？
谭炳雄：照顾单位子女是本身(原话)的，他(举报人)的子女要来也没问题的。
黄振强：我们在会上也说过，是职工子弟，需要的，能够做事的又没找到事做的，同样可以，没什么的。
黄振强：没有他们，招不到新的年轻人的话，公司就会瘫痪。
南都记者：这些年轻人有没可能转正式职工？
谭炳雄：一是没犯错误，二是你做得好，也有可能。
南都记者：招聘录用时，有没有考虑避嫌？
黄振强：这个没有什么考虑的，就是做工。
张小明：他们也知道他们是临时工，也知道是我们的小孩，他们很争气的，为了避嫌都是很积极干活的。
