　　赖家文：前期拉了30吨，现在还是剩这么多。

　　记者：我听说好多村民种了以后甘蔗都烧死了。

　　赖家文：这个我说不上来，我自己也是有一些也是出不了芽的。

　　赖家文记者，自己一方面是村里的农资经销商，销售各种农药肥料，同时也是甘蔗种植大户，今年是第一次销售这种叫“谷歌”的药肥。为了看这种肥料的功效，自己也购买了3万多元钱的谷歌药肥，并在20多亩甘蔗田进行了试用，结果也是大失所望，他带领记者来到了他的甘蔗田里。

　　广西北海合浦县西场镇黄金村村民赖家文：这一片都是用谷歌的。这一片都是重新种的。这一片上面还有一片，你看到没有，这个更严重，怎么搞出来啊。这个是2月份种下去的，重补种的。你看都可以看到。

　　记者：这是长出一截来的，属于前期种的，然后都刨了，换成新的。

　　赖家文：反正我自己损失了差不多30几亩，20亩左右那个苗。后期我自己拉了差不多2万多元钱甘蔗种回来补种。

　　记者：花多少钱补的种？

　　赖家文：两万多元钱。

　　记者：一亩地损失有多大？

　　赖家文：一亩地那个工人钱，工人钱一百元钱一个人就可以了，三四个人，四个人种一亩可能种不到，那个肥料不用了，已经种下去了，可能四百元、八百元、九百元钱左右。

　　记者：一亩地要赔这么钱是吗？

　　赖家文：900元钱一亩才种下去。

　　记者：你第一次白种了是吧？

　　赖家文：第一次白种了，肯定是白种，种下去你看那个根根。

　　种了这么多年甘蔗又经营农资生意的赖家文第一次遇到这样的情况，前段时间他找到南宁的谷歌公司询问情况，得到的答复是天气干旱，难道真是天旱的原因造成的吗？没有使用谷歌药肥的怎么就没有出现不出苗的情况呢？

　　农技专家：如果是单纯的干旱它不会坏死，缺水不会坏死，只有出现药害才能够出现这种死，才能坏死。你干旱最终，像甘蔗它本身种子里面含有水分，它还会生出芽来，但是一遇到这个药，因为它这个药里面可能含肥料，含氯离子，含氮，很高，结果把它烧死了，肯定是这个原因。一看这个黑的都是火烧死的嘛，你摸这都软的都空了嘛。如果干旱的话，这个土壤干旱没有水分，它怎么也不会发沤，都沤坏了嘛，里边都空了，都坏了，看见没有。所以每个里面都空了。

　　记者：像这个一亩地能够减产多少？

　　农技专家：这个因为什么呢？因为不能说减产多少，因为它这个重新种，原来都没出来，等于说全部减产了，他又重新补的苗嘛，每亩地的成本，据这边的讲，连工钱加种子钱加肥料钱要上千块钱。

　　记者在广西北海市福城镇、南康镇及合浦县西场镇等地进行了实地调查，仅这三个乡镇就有超过两千亩使用谷歌药肥的甘蔗田遭受重大损失，保守估计普遍减产五成以上。眼前这位小伙子也是谷歌药肥的经销商，自从今年大批蔗农找到他反映问题并索赔之后，他就整天开始东躲西藏。

　　谷歌药肥经销商小覃：他说我故意卖这种产品给他害死他们甘蔗，让我赔，让我赔一亩地，赔多少钱两千三千块啊，我哪有那么多钱赔，现在我卖出去五十多吨，数数也快两千亩甘蔗地，那一亩少说有两千，我哪有那么多钱，我干三十多岁，也有老婆小孩，我剩下几万块钱，我去哪里赔的起，那么多钱那我肯定是跑啊。那我躲起来，我电话谁也不接。

　　宣传的是肥药合一，实用交效，可用起来却变成了农作物的毒药，问题到底出在哪里，这个叫做谷歌的药肥又是怎么生产出来的呢。在广西，种植甘蔗的农民在使用了一种叫做谷歌的新型药肥之后，甘蔗减产，甚至绝收，辛辛苦苦的劳动打了水漂，那么这个谷歌药肥到底是怎么生产出来的，又是如何流入市场的呢？

　　非法生产 层层代工 假药肥何时能杜绝

　　“谷歌”药肥到底是一种什么样的肥料，我们来看一下包装袋和宣传材料，谷歌药肥标注的主要成分就一种叫“苏云金杆菌”，养份含量大于2000IU(国际单位)每毫克，“苏云金杆菌”到底是一种什么样的农药，它是导致甘蔗出问题的主要原因吗？

　　农技专家：我认为他这个登记的这个成分叫做苏云金杆菌，对这个甘蔗的虫害没有他说的这个效果。因为他是个生物农药，生物农药低毒的。对这个作物没有残留，但是他效果很差。

　　农药专家说，“苏云金杆菌”是一种生物农药，污染小，但见效慢，不可能是造成大面积药害的原因，里面可能添加了其它隐形成分，到底谷歌药肥中含有什么元素呢？记者购买了一袋谷歌药肥，在国内权威的农业部微生物产品质量监督检验检测中心和第三方质检中心进行了检测，结果让人大吃一惊。谷歌药肥标注的主要农药成分“苏云金杆菌”并没有检出，含量为零。在另外一份检测报告中却检出了另外两种隐形成分化学农药噻虫胺和噻虫嗪，这是两种国家明确要求限量使用的杀虫剂，根据我国《农药管理条例》：所含有效成份的种类、名称与产品标签或者说明书上注明的农药有效成份的种类、名称不符的，可视为假农药。为什么谷歌药肥挂着“苏云金杆菌”生物农药的羊头却在卖着化学农药的狗肉呢？

　　农技专家：就是别的隐性成分我就说那种化学农药成分，登记是一个生物农药，里面加的有化学农药成分。

　　记者：它那个叫什么菌？

　　南宁谷歌植保技术有限公司杨节江：苏云金杆菌。

　　记者：那个有没有？

　　杨节江：有，肯定有这个嘛，有这个原药，但是在今天的话是查不出来的。

　　记者：这个是不允许有的。

　　杨节江：我跟你说，苏云金杆菌这个东西好，所以大家都想用这个成分来炒作，是这样，因为它时间比较久，它的药性比较久。

　　记者：它是有机的？

　　杨节江：生物。

　　记者：但是实际上咱们这里边还有别的东西？

　　杨节江：那肯定有，因为你单单用那个的话，它是对那个肉虫线虫有效果，你还会蚜虫呢？甘蔗后期蚜虫是最麻烦的。

　　记者：那个里面有什么东西啊？除了这个菌以外，还有别的什么东西？

　　杨节江：肯定是化学农药嘛。

　　农机专家说，添加隐形成分化学农药只是谷歌公司为了增加药肥的功效添加的，并不是直接造成甘蔗药害的罪魁祸首。记者把谷歌药肥中的肥料含量送到了国家化肥质量检验检测中心进行了检测，结果是复混肥养分氮磷钾含量低于谷歌宣传的10%个百分点。

　　国家质检总局执法督查司打假协调处唐晓东：在产品企业标准中把占有主要成本的肥料含量制定的比较低。大部分(药肥)产品中氮、磷、钾的有效成分含量均比较低。个别违法企业钻法律法规的空子，以药肥产品的名义变相偷减化肥产品有效含量。

　　偷减氮磷钾的有效含量只是降低了原料的生产成本，而检测结果显示，更致命的是谷歌药肥使用了含氯离子较高的复混肥原料，而甘蔗属于忌氯作物，也就是对氯离子非常敏感，当吸收量达到一定程度，会明显地影响产量和品质，肥料氯离子含量较高，致使造成甘蔗死亡和减产。

　　记者：它为什么会把苗给烧死了？

　　农技专家：就是肥料跟农药两个叠加起来了。然后把这个苗烧死了。

　　根据《农药管理条例》，生产药肥的企业应当具备农药登记证和农药生产批准文件。谷歌公司是否具备农药登记证和农药生产批准文件呢？谷歌药肥在产品标识上称生产企业为“上海万农达裕生物农药有限公司”，它是不是这家上海的农药企业代工生产的呢？记者在南宁市一座偏僻的办公楼里找到了南宁谷歌植保技术有限公司。

　　记者：你们这个有什么优点，我们主要看你这个，你们这有什么优点？

　　南宁谷歌植保技术有限公司林志健：目前来讲，我们这种只是一个简单的掺混，解决这个真正的农药和肥料的问题，目前还没有。因为这个生产的流程是比较复杂的。主要是生产的流程比较粗犷。粗犷的话就不可控了。就是这样子，目前我们还属于摸索阶段。

　　记者：那证还没办下来？

　　林志健：正在办，应该今年年底就能下来了。

　　记者：那个证和老百姓怎么说？

　　林志健：因为我们现在就是示范推广为主

　　记者：那生产许可证上海那家是什么证？

　　南宁谷歌植保技术有限公司杨节江：正式登记的。

　　记者：给了多少钱买的？

　　杨节江：不是买的，是借的。

　　记者：借随便借给你呀？

　　杨节江：有随便借啊。

　　记者：花钱呗。

　　杨节江：肯定花钱了，这个合作的东西怎么跟你说，就打个比方，你的东西你认为可以借给我，然后别人查的话，这个授权给别人生产的，那可以的，说白了这样，所以你刚刚问这种东西，为什么林总不跟你说呢？你这涉及到，比如说你是跟他取经，回去你自己开厂什么东西，那种他肯定不跟你说，没谈你就露底了。

　　根据国务院颁发的《农药管理条例》第四十二条：农药登记证件不允许转让及买卖的规定，谷歌公司用花钱买来的农药登记证生产另外一种农药制品，涉嫌生产假农药，但在记者暗访的过程中，谷歌公司的项目经理却说他们只是实验阶段，根本就没在市场上销售。

　　记者：你现在没有证的话，你现在可以生产吗？

　　林志健：我们是做示范的，实验的，所有的农药厂，比如说SY的登记证，我们这个就是需要一个示范，就是做一些示范，所以我们不流通，基本上全是送出去的。

　　事情真像这位林经理所说的只是示范推广，没有在市场上销售吗？记者来到了广西上林县的一家农资销售商店。

　　记者：多少钱一袋？

　　广西上林县农资经销商：185(元)。

　　记者：我们后来去了这个厂家去问了，他说是免费送给你们实验用的？

　　广西上林县农资经销商：没有免费。

　　记者：不卖的？

　　广西上林县农资经销商：卖，我们是卖，没有免费。

　　记者：去年你们这店卖了多少吨？

　　广西上林县农资经销商：不多，一百多吨而已。

　　记者：一百多吨是吧，老百姓用了反响怎么样？

　　广西上林县农资经销商：他现在回头要了500多吨。

　　记者：你一共卖了600多吨了？

　　广西上林县农资经销商：5、6百吨今年。

　　记者：就是在这儿卖的？

　　广西上林县农资经销商：是，都是农户自己来用。

　　据记者调查，谷歌药肥从去年以来一共销售了一万多吨，这大量的药肥都是从哪里生产的呢？真像包装袋上所说的生产地址在上海吗？经知情者透露，记者来到了南宁近郊的南宁凯侨化肥有限公司，这是一个生产复混肥的企业，在这个企业的厂门口记者发现了一堆谷歌药肥。

　　记者：我看看谷歌是你们加工的吗？

　　南宁凯侨化肥有限公司生产科员工：是。

　　记者：是你加工的，它那个加工费多少钱一顿？

　　南宁凯侨化肥有限公司生产科员工：这个我就不清楚了，只要涉及到钱就不是我考虑的范围。完了，已经发完货了。

　　记者：在你这里生产了多少吨？

　　南宁凯侨化肥有限公司生产科员工：没多少，多的都是在老厂里面做的。

　　记者在这家企业厂房里看到，现在生产的都是药肥，而这家企业根本就不是农药生产厂家，没有农药成产许可证。这位工作人员告诉记者，谷歌药肥主要是在老厂生产的，离这里大约40公里的灵武县一个乡镇粮库，记者随后找到了这家作坊式的复混肥厂，这里只有一条生产线，设备极其简陋，根本不符合生产肥料，如果生产工艺要求高的药肥更是不具备条件。在简陋破旧的库房内记者发现了几十袋谷歌药肥。据知情者透露，谷歌的另一代工厂家是规模较大的武鸣县红鹰肥业有限公司。记者调查显示，南宁凯侨化肥有限公司和武鸣县红鹰肥业有限公司为谷歌药肥的来料加工费用仅仅在170元每吨到210元每吨左右，这个价格远远低于正常情况下化肥的成本，在与武鸣县红鹰肥业公司负责人的交谈中，对方说出了谷歌药肥的秘密。

　　武鸣县红鹰肥业有限公司负责人：它那个药也不便宜，我认为谷歌那个公司小，我们很少见，我就说我帮一下忙，做几十吨给你。

　　记者：他添加是在哪儿添加的，他自己添？

　　武鸣县红鹰肥业有限公司负责人：他自己他可以自己添，一部分在肥料里面也加一点添加剂。

　　记者：什么添加剂呢？

　　武鸣县红鹰肥业有限公司负责人：这东西我我们不得而知了。那个药肥主要是那些，药肥生产商，那是农药公司做的，开会销售的，我们是不做。我们是做大户的，我们是做大户生意的。

　　记者：药肥在广西不一定吃的开。

　　武鸣县红鹰肥业有限公司负责人：肯定今年最后一个晚餐，最后晚餐，乱了嘛。起码明年有80%的药肥要撤出这个市场。

　　记者：就说这个技术不是很成熟？

　　武鸣县红鹰肥业有限公司负责人：大家忽悠嘛。

　　【半小时观察】

　　眼下，国家和地方的质监部门都已介入，对所谓的谷歌药肥全面调查，相信不久就会还受害的蔗农们一个公道和说法。客观说，药肥符合农业发展现状和农村劳动力稀缺的刚性需求，是未来农药发展方向，有着广阔的市场前景，以美国来说，已经申请的药肥就在200种，对我国农业企业来说，药肥确实更是一片寄予无限希望的蓝海，然而从现实看，药肥市场的混乱急需治理，目前我国药肥产品无国家标准和行业标准，均注册为企业标准，部分药肥产品有效成分含量较低，在市场监管中，管理交叉，很难对这些产品进行分类和检测，造成一些假劣产品冲击市场。有了规范才会有更好的发展，业内人士建议，鉴于农药和化肥的登记各有主管部门，是否登记事务可由这两方面的主管部门协同负责，在药肥标签上，既要标示药，也要标示肥；既要实行农药登记，也要实行肥料登记；严格完善准入制度，从源头上为农民把好关，市场在创新，相应的监管也应该与时俱进，为新兴产业撑起一片天。
