供电局原副局长罗真海涉嫌受贿三百余万案昨开庭
本报讯 (记者章程)广州供电局原副局长罗真海，涉嫌在任职期间为他人承接广州供电局工程项目提供帮助，先后收受5名行贿人贿送的好处费221万元以及20万元美金、10万元购物卡。昨日上午，罗真海被控受贿罪在广州中院开庭，他对检方指控供认不讳，对受贿数额也全部承认，并表示已退清全部赃款赃物。
利用职务便利收受贿赂
据悉，现年45岁的罗真海案发前任职广州供电局有限公司副总经理(副局长)，享受副厅级待遇，去年7月被刑拘。
据检方指控，自2002年至2013年，罗真海先后担任广州供电局生产技术部副主任、主任、发展规划部主任和广州供电局副局长。在此期间，罗真海利用职务便利，为他人承接广州供电局工程项目提供帮助以及为下属谋取利益。
其中，2011年，罗真海为帮广州某科技公司承接广州供电局生产管理系统工程提供帮助，收受该公司负责人田某贿送的人民币171万余元，用于个人购买商铺。
除了收受公司负责人的贿赂，罗真海还被指控收受下属的贿赂。2011年至2013年，罗真海担任广州供电局副局长期间，利用职务便利为广州白云供电局局长谢某某谋取利益，收受谢某某贿送的购物卡9万元和消费卡1万元。
自称缺乏法律意识
在昨日庭审过程中，罗真海对检方指控罪名和犯罪数额无异议。但是他也自称是一个正直的人，并表示曾有人多次向他行贿他都拒绝。行贿人还以为罗真海是嫌数目太小，于是给了罗真海一张存有80万元的银行卡，罗真海说自己仍然没有收下这张银行卡，而是退还了。
在最后陈述阶段，罗真海称自己万万没有想到今日会坐在被告席上，当初组织调查的时候，没有做好心理准备，“一下子懵了，直到现在一直没缓过神来”。
罗真海一度哭泣着称，他在边远农村长大，从小最大的愿望就是读书上大学，让辛苦一辈子的父母能有一个安稳生活。参加工作以后从低层做起，别人不愿意做的事自己也努力去干，从没松懈过，所以很快得到了肯定和奖励，“当我满怀信心准备登上新高峰时，却跌入了深渊”，现在心里很难受。
罗真海表示，自己之所以造成今天这个局面可能有多方面原因，其中精于业务但缺乏法律意识，在关键时候没有把握好是主要原因之一。
据悉，本案还在进一步审理中，将择日宣判。
