Ladies and gentlemen:
Are pleased to attend the Global Conference of the Research Council in Beijing in 2014. Global Research Council founded in 2012, is young, international scientific organizations, have great vitality and boundless future. 女士们、先生们：
很高兴出席全球研究理事会2014年北京大会。全球研究理事会成立于2012年，是年轻的国际科学组织，有着强大的生命力和不可限量的未来。理事会第一次大会在发达国家举行，这次在发展中国家举行，体现了全球视野和开放合作的精神。本次大会的主题是科学知识的开放获取和青年科技人才培养，这契合现实的需求和未来的方向。没有全球的开放交流，科学难有巨大成就；没有青年人的后来居上，科学难有辉煌未来。在此，我代表中国政府，对大会召开表示热烈祝贺！向来自世界各地的嘉宾表示诚挚欢迎！

科学的开放必然涉及知识产权的保护，二者并行不悖、相互促进。保护知识产权就是保护创新。只有著作权、专利权等知识产权得到有效保护，科学技术发展才会有更加旺盛的生命力，创新成果才能不断涌现。中国的发展是开放的发展，我们需要要千千万万敢于创新的个人，需要千千万万敢于创造的企业，需要学习和引进国外先进知识和技术。我们致力于营造良好的法治环境，在开放中同等保护中外知识产权，使创新者得到应有荣誉和回报，激发更多、更大的创新。
一代新人才、一片新天地。青年人最富创新梦想和激情，有梦想才有未来，有激情才有力量。许多重大科学发现和技术创新都出自青年。诺贝尔奖设立100多年来，虽然不少获奖者领奖时已白发苍苍，但取得成果时都很年轻。为此，我们制定了中长期人才发展规划，在青年科技人才培养、引进、激励等方面实施了一系列国家计划，努力让热爱科学、有志创新的青年都能进入科学殿堂、创新战场，充分施展自己的才华。
中国有句俗话，“十年树木，百年树人”。青年人才的成长和创造，需要站在前人的肩膀上，在继承中创新，在创新中跨越。我们应当吸引更多青年人投身科研，对有潜力的青年人才重点扶持，特别是在他们职业生涯起步阶段和向更高科学目标的冲刺阶段，及时扶一把、送一程。年长的科学家和专家要有宽阔的胸怀和为人类未来担当的勇气。
女士们、先生们！
科学作为历史进步的杠杆，从来都是与现实发展紧密联系在一起的。国际金融危机以来，许多国家都大力推进科技创新，培育新的经济增长点。当前，新一轮科技革命正在孕育和突破，许多颠覆性技术不断涌现，人们期待科技创新的渗透力、扩散力，能够转变为促进世界经济稳步复苏的强大力量。科学技术无止境，是一座持续攀升的通天塔，会引领世界发展进步不断达到新的高度。
科技关乎国家前途和命运。中国正奋进在国家现代化征程上，我们的发展既处于难得的重要战略机遇期，又面临一系列重大结构性问题。持续下好中国经济这盘棋，实现升级是方向。这需要体制改革和创新驱动来激活，激发全社会创新动力、创造潜力、创业活力。我们注重基础研究和应用研究比翼齐飞，持续加大对基础性、战略性、前沿性科学研究的支持，促进科技成果加快转化为现实生产力，形成新商品、新服务、新业态，创造新的就业岗位。科技发展必须依靠体制改革。我们着力推进完善科研投入管理机制，改革科技成果处置权收益权制度，让科技人员享有自由的创造空间、获得应有的社会尊重。
科学贵在追求卓越、追求创新。敢于质疑、敢为人先、敢于创造，是科学之树成长的沃土。我们弘扬求真探源的科学精神，尊重个性、宽容失败，支持科研工作者在探索中获得更多原创性、基础性发现和发明，让创新成为中国发展的强音，成为实现中国经济升级的强大动力。
全球研究理事会倡导卓越科学，致力于广泛深入的国际科技合作，推动各种基金支持青年科研人才。相信在理事会的努力下，跨国度、跨文化的学术交流和碰撞一定会使青年人才成长得到更多“及时雨”。我也相信，这次北京大会上，大家一定会在激荡思想、交流互鉴中形成更多共识，取得预期成果。科学使人类更加智慧，人类要更多探索未知领域，造就一个更有活力、更为精彩的世界。
