　　首部保护港澳同胞投资的地方法规明确其子女就学享“同等待遇”

　　会议听取了省人大常委会外事委主任滕勇作的关于《江苏省保护和促进香港澳门同胞投资条例(草案)》的说明。这是我国内地第一部关于港澳同胞投资保护和促进工作的地方性法规。据省人大常委会外事委员会主任介绍，长期以来，我省高度重视港澳同胞投资者及其在苏企业的权益保障，出台了一系列政策措施。“但也出现了一些新情况，港澳同胞投资者在子女就学、相关保险、申请驾驶证照等方面遇到了实际问题；在投资和财产纠纷等方面，有的港澳同胞投资者的合法权益不能得到及时的保护，甚至出现了维权难等问题。”

　　对此，《条例(草案)》突出了对港澳同胞投资者的权益保障，对港澳同胞投资者及职工专业技术职称、社会保险、子女就学等工作和生活待遇作了具体规定，并明确了相关争议处理和纠纷解决的机制，努力营造亲商、安商、富商的良好环境。《条例(草案)》规定，港澳同胞投资者个人和港澳同胞投资企业中的港澳同胞职工，可以按照国家和本省的有关规定，参加相关专业技术职称、职业资格的评审或者鉴定，取得专业技术职称、职业资格证书，并可受聘从业或者自主创业；办理就业许可证后，纳入本省社会保险覆盖范围；其子女在本省就学，与当地学生享受同等待遇并可获适当照顾，纳入本省医疗保险覆盖范围等。
