包头市公安局一共有600多位民警，至少有三分之一参与了和谐警苑项目的团购。时任包头市公安局户政支队支队长翟晓阳昨天找到记者，称当时在市公安局组织团购，是为了解决基层民警的住房问题。
翟晓阳：朋友在九原区开发一处楼盘，遂找到开发商请求其让利，共有200余名民警购得此房。
据了解，当时的团购价格是每平米2630元起，包头市多个政府部门都参与了团购。
业主孙先生：海关的团购、商检局的团购、教育局的团购、消防队的团购、赛罕区政府的团购，全是政府机关。
翟晓阳坦言，他和开发商王树华是多年的朋友，因为团购价远低于市场价，很多部门都来找他争取购房指标。和谐警苑的名字也是他和开发商共同敲定的，后来该项目停工后，改名为“和谐新城”。
对于民警反映，有公安局领导团购了该项目400平米大户型的问题，翟晓阳强调，没有公安局的领导参与这次团购。
翟晓阳：团购人员仅为支队干警和基层民警，目前还没有一名局领导参与团购，无论现任还是往任。
在这次团购中，翟晓阳的另一位好友，是和谐警苑项目A区的施工方，包头市第二建筑有限公司项目负责人宛宗瑶。由于开发商和施工方在工程款问题上存在争议，翟晓阳的两位好友始终不肯退让，导致项目停工。翟晓阳说，他多次从中协调，但目前的事情已经超出了他能力的范畴。业主王喜冰说，他不理解为何公安局还能被开发商牵着鼻子走。
王喜冰：为什么五证不全能开工？为什么五证不全跑到公安局交钱去，而且是全额。政府一再协调，开发商为什么不怕政府，不怕公安局。为什么？
而最初通过找关系，买指标等方式参加团购的业主，也实名举报翟晓阳在运作和谐警苑项目时收取好处费。业主王俊鹏说，他是拿着翟晓阳签名的红头信才买到的房。
小王：推开门办公室就他一个人，说是帮你买房的那个人，翟支队，比划了一下手势，意思让我掏钱，总共8万，一个信封装的，然后我们就放到桌子上了，然后他嗖一下就放到办公桌的抽屉里了。
对此，翟晓阳说，的确有民警存在倒卖经济适用房指标的情况，但他没有收取“好处费”，自己是被冤枉的，包头市纪委曾经对此展开过调查，没有发现问题。
偌大的一个经济适用房项目，左手找来开发商，右手拉来施工方，最后这两位好友却没能帮住这位支队长实现为民警谋福利的愿望，好心没办成好事儿，项目却面临烂尾。那么，有关部门将如何盘活？
“和谐警苑”项目共有53栋住宅，分ABCD四个区，拟建经济适用房项目155万平方米，目前获批的仅为30万平方米。据了解，该项目不仅实际建筑面积与报批面积不不符，还存在超过600平米的超大面积户型，严重超出经济适用房的标准。
对此，包头市有关部门建议，对符合规定的经济适用房予以保留，超标的一律转为商品房。
包头市委宣传部新闻处处长樊瑞强：它是经济适用房，它不是超标么，报批数和实际建筑数不符，超过的面积建议就转为商品房。
而此前参加团购的部分业主，将不能享受经济适用房的价格，可能要补交一部分房款
樊瑞强：这些购买户，愿意按商品房走的，你可以补交分款，不愿意的，给你退钱。
记者：比如当时两千多买的房子，户型大的肯定要变为商品房，要补交一部分房款？如果不想要就把原房款退给业主？
樊瑞强：对。
据了解，和谐警苑项目未批先建，没有合法的用地手续。对此，包头市已经成立了多个专门工作小组，分别梳理开发商和施工方的债务问题以及完善报批手续等，并要求该项目今年内竣工，并对涉事责任人展开调查。
樊瑞强：这个项目以前是九原区区政府在管这个事儿，报道以后上升到市一级，成立领导机构。对涉事的一些人，也着手开始调查，如果属实进行处理，不属实还人家清白。
