未来这一年，我们已经正式定位为严厉打击暴恐的专项行动。它意味着什么？因为其实要不列为专项行动，未来见着也会打，但是立了专项行动意味着哪些变化和特征是跟不立不一样的？
李伟：
好的，我们知道立个专项行动，实际上其中最突出的一点，也就是说我们不能够再容忍恐怖分子对普通百姓的残害，如何不能容忍呢？我们说反恐必须要下好先手棋，这个先手棋从一定意义上里说，就是说要先发制人。我们知道除了5.22乌鲁木齐发生了恐怖袭击事件以往外，我们相信这些恐怖份子、暴恐团伙依然在密谋策划一些恐怖袭击活动。所以如果再等他们策划这些袭击活动付诸实施的话，我们又可以看到很多无辜的百姓又会丧命，或者说受到这些暴恐分子的残害。这为期一年，我们说第一个目标就是尽量的将一些正在预谋实施，或者说准备实施了、或者策划的暴恐活动的同谋，对它消灭在萌芽状态。第二个意义，我们看到这次的严打与以往有几点不同，我总结是三点不同。第一个为期比较长，这是一年的时间，我们也知道反恐斗争非常尖锐复杂，所以说你说一两个月、两三个月，可能是不足以能够。

通告明确提出：“严禁偷越国(边)境或者组织、策划、煽动、运送、协助他人偷越国(边)境”。而在过去暴力恐怖分子制造的一系列恐怖实践中，很多就是受到了国外恐怖分子的煽动，甚至是协助。其中“东突厥斯坦伊斯兰运动”又称“东伊运”的恐怖组织最为活跃。在2003年12月15日，公安部公布的第一批恐怖组织和恐怖分子名单中，“东伊运”就在其中。
根据联合国反恐决议和中国有关法律，公安部正式认定下列四个组织为恐怖组织。东突厥斯坦伊斯兰运动、东突厥斯坦解放组织、世界维吾尔青年代表大会、东突厥斯坦新闻信息中心。
“东伊运”被认为是东突恐怖势力中最具危害性的恐怖组织之一。已经被联合国安理会认定为恐怖组织。近年来，“东伊运”在境外建立基地，培训暴力恐怖分子，不断派人潜入中国境内，策划、指挥、制造了一系列耸人听闻的恐怖活动。

此外对权威部门统计，仅2013年，“东伊运”组织共制作发布暴恐音视频107部，部分传入境内，煽动性极强，昨天新疆维吾尔自治区公安厅法制总队副总队长努日曼·肉孜也表示：近年来破获的多起暴恐案件，暴恐份子几乎都是参与非法宗教活动，收听观看暴力恐怖音视频，引发“圣战”共鸣，最终实施暴恐活动。
这里就涉及到一个问题，究竟发生在我们身边的很多这样的一种暴恐袭击，是独立的这种事件，还是整个国际上日益正在活跃的这种暴力恐怖犯罪的一部分，而且就在链条当中？我觉得这是一个我们现在已经必须要去关注和解答的问题，接下来继续连线中国现代国际关系院的李伟先生。李所长，你好。

您怎么看待这个问题？究竟它是一个孤立的，发生在我们境内的问题，还是它是整个国际恐怖活跃期间一个大链条当中的一环？
当然我们知道东伊运，包括东突势力，肯定是国际暴恐主义大链条其中的一环。我们从东伊运成立之日起，包括公安部公布的其它的三个恐怖组织，实际上它就与一些国际恐怖组织和国际的极端组织联系的非常密切。当前我们依然可以看到，东伊运这个与国际整体的恐怖链条紧密相关的一些证据在里面。第一个我们看到东伊运派人和其它的国际恐怖势力一起在叙利亚参加恐怖活动。我们看到东伊运它以突厥斯坦伊斯兰党的名称在网上发布针对中国的威胁的视频。所以我们也看到东伊运现在的藏身之处，也是其它的国际恐怖势力的藏身之处。所以说东伊运在成为国际恐怖组织恐怖组织的重要一环的同时，它就加紧向我们境内，以各种方式手段进行渗透，在我们境内制造蛊惑、煽动制造这种暴恐活动。
李所长，这里其中还有一个非常具有时代特质的这样的一个牵连。比如说在新疆会有一些宗教的人士会忧心忡忡的说，这些犯罪和恐怖分子，他很多都是年轻人，他平时都不来清真寺，他是在互联网上去接受洗脑的过程，而且被控制，甚至这里有很多说完全不是古兰经教义上的问题，甚至杀一个其他的人，你就可以有一个多么好的未来等等等等。李先生您怎么看待不仅是策划参与，更重要的是对很多年轻人，在这种思想批上一个宗教的外衣，进行这种渗透和控制？
因为我们知道如果恐怖主义赤裸裸的把它这种暴力和政治，来煽动很多的青少年参加他们的活动，肯定很少有人追随他，所以说它就借助宗教外衣，成为它的一个包装。包括我们也知道，它之所以能够用宗教曲解其中的教义，其实也违反了古兰经，也违反了先知圣训。但是我们也知道，当前在我们新疆地区，一些青少年处于一个三盲的状态，哪三盲呢？第一个是法盲，对法律可以说知之甚少。第二个是文盲，也就是说整体受教育的程度并不高。第三点非常重要，他们还是教盲，我们说他本身也作为一个穆斯林，由于他自身的宗教知识并不太多，所以说如果说他听到有人跟他一步一步在讲，你如何“圣战”，如何能够殉教，如何能够进天堂。
其实全是是歪的。
对，他就认为这是伊斯兰教的全部，所以你要找任何一个有伊斯兰教知识的人都知道这个传播不是伊斯兰教。
解析完我们自然要关注了，如果它的确就是世界整个恐怖活跃的这样的一个链条的一部分的话，不仅仅中国是要高度的警觉，更需要国际的合作。在这一点上我们接下来继续关注。
5月23日，公安部召开乌鲁木齐“5·22”暴力恐怖案情通报会。与会的有来自美国、俄罗斯、新西兰等29个国家的33名驻华执法安全代表。会上与会各方均对继续加强反恐领域的情报交流、共同防范和打击一切形式的恐怖主义有着共同的认识。
而刚刚结束的亚信峰会上，亚信秘书处与上合组织秘书处也签署了谅解备忘录，这份协议的签署，意味着亚信和上合两大组织将在反恐合作领域携手。
阿尔德米尔 亚信会议秘书处执行主任：
在我们正在制定的行动计划中，我们的亚信会议有能力打击亚洲和平安全与稳定的重大威胁。
作为上合组织和亚信这两大组织的成员，中国与周边国家的反恐合作从没有停止过。自从2002年10月到现在的10多年间里，中国与吉尔吉斯斯坦、塔吉克斯坦、俄罗斯等上合组织成员国间已经进行了多次双反恐联合军演。
2013年8月9日新闻顾宏伟 联合中方战役指挥部参谋长：
包括联合侦查、联合打击、联合封控、联合保障。总的看行动是联起来了，达到预期目的。
在上合组织框架下，历次多边联合军演，都在震慑和打击三股势力，提高应对新挑战、新威胁的能力作为演习的课题。12年里这些军演的反恐主题从来没有发生过变化。甚至以“和平使命”命名的系列的军演，已经成为了亚太地区著名的例行军演。
但是打击恐怖行动，我们依然需要更多的支持，目前亚洲地区已经成为全球恐怖主义活动的核心区域。

在亚洲最西边的近东，到海湾的大中东地区，然后巴基斯坦、阿富汗、然后印度的克什米尔以及孟加拉湾的缅甸和孟加拉国，在一直延续到东南亚的印度尼西亚和马来西亚，恐怖主义活动已经形成了一条这样一个弧形的地带，而这个弧形地带是涵盖了亚洲所有的大国的，包括印度，包括中国，也包括俄罗斯，可以说大家都不能够幸免。
但是面对恐怖势力更重要的是，如何切断其根源。这不仅需要完备实战能力，更需要切断其运作的资金来源，早在2007年，中国就成为了国际反洗钱和反恐融资领域最具权威性的国际组织，反洗钱金融特别工作组的正式成员。中国人民银行也建立了专门的反洗钱机构，打击恐怖犯罪活动的融资。
毫无疑问，反恐必须合作，如果出现的局面是，你这已经有一年的严厉打击暴恐的专项行动，但是别人那边依然是睁只眼闭只眼的话你就很麻烦。
在乌鲁木齐发生了暴恐的袭击之后第二天，公安部就向29个国家的相关人士展示了相关的图片，包括很多信息，让大家意识到这次恐怖行动的性质。马上全世界很多的国家纷纷对这次恐怖袭击予以谴责，其中美国联邦调查局首次将它定性为“恐怖袭击”。听到这个首次，一方面我摇摇头，另一方面也鼓鼓掌。摇摇头是觉得，的确有点晚了，但是鼓鼓掌是晚了也比一直不认清要强。针对这个问题马上要继续要联系的是中国现代国际关系研究院的李伟。李所长，你好。
其实过去我们一直是经常摇摇头，因为国外有些人，或者有意识的，或者无意识的往往把发生的这种暴恐的袭击，发生在中国境内的，给批上了民族问题，或者宗教问题的外衣。但是这一次比如说美国首次认为它是恐怖袭击，您怎么看待过去的有意识或无意识，以及这次的转变？
我们从来不认为过去是无意识的。因为过去把发生在中国的恐怖袭击批上所谓的宗教外衣，民族外衣，实际上是非常不合逻辑的，因为他们对自己所面临的恐怖威胁，从来没有把宗教民族问题放在其上，当然我们看到这个背后的因素很复杂。既有一些国家仅仅谋求自身的利益，另外它也从它自身的全球利益角度考虑，认为恐怖活动对中国可能是一个制约，有可能会阻碍中国的崛起，或者说会阻碍和它争夺世界的好像是要争夺世界的霸权一样。这个我们认为美国人在这一点问题上，不仅不考虑国际社会的利益，实际上它自身的利益能够很好的维护吗？不能，为什么呢？我们知道在俄罗斯的车臣问题上，美国曾经也实施过双重保准，最终我们看到，来自于车臣的一些暴恐分子，在波斯顿，针对美国也进行了爆炸活动，所以说你这样的反恐双重标准，是害人不利己，最终有可能是养虎遗患。
这次转变也来自于证据的确确凿，另外一个角度来说，恐怕也要从更长远的角度去看待人类共同面临的这个挑战，对吧李所长？
对，因为我们看到，恐怖主义也可以说是全球大多数国家共同面临的威胁。我们知道人的生命价值都是同等的。我们的普通老百姓在中国如果受到恐怖袭击的话，如果其它国际社会不谴责这些暴恐分子，甚至还为这些暴恐分子辩护的话，实际上就是对我们普通老百姓的最基础的人的生命权的不尊重，所以这个放在任何一个国家都毫无道理可言。
李所长，最后因为时间的问题，还有一个问题必须问，非常简短。今后就需要更多的合作，除了态度以及认识之外，您觉得什么是最重要的，情报分享还是其它的什么？
我们认为这个表态是非常好的，包括你刚才所提到的美国FBI，包括美国国务院都承认了这次是恐怖袭击，我们说听其言还必须观其行，就是说他们能够真正的制裁与这些恐怖袭击有关联的东突的恐怖组织、恐怖势力，这才是真正反恐合作的进行时。
接下来的时候，恐怕我们周边的一些国家在情报共享方面也要做的更多。我觉得亚信峰会刚闭幕的时候其实也为此搭建了一个非常好的平台。这之后我们就有了启动这一年严厉打击暴恐行为的专项行动，其实它都是一个有机的链条。恐怖主义不管在哪里活跃，永远是全人类共同的敌人。
