　　与此同时，全国警方为期3个月的使用武器警械专项训练活动正在展开，以规范民警使用枪支的行为，提升实战能力。

　　训练实弹射击不少于30发

　　提升一线民警的用枪能力，已经成为公安部关注和重视的一项重要工作。

　　近期公安部对外宣布，从4月初开始，全国公安机关开展为期3个月的依法使用武器警械专项训练活动。

　　公安部相关部门负责人透露，此次专项训练活动在全警开展，重点是大城市和市县以下公安机关参与街面执勤巡逻、突发事件处置等一线警务活动的基层民警。每一名民警训练时间不少于5天，每一项规定科目通过训练都能熟练掌握。其中，实弹射击不少于30发。

　　记者了解到，4月初，公安部在公安大学举办了依法使用武器警械专项训练骨干教官培训班，为地方公安机关培养了150名骨干教官，并编印了《专项训练学习手册》。4月中旬至5月，公安部在8个公安部警务实战训练基地和北京、上海公安院校举办了教官培训班，为全国市级公安机关培养了1200名教官。随后，各个地方将陆续组织训练。

　　按照公安部计划，此次专项训练，将按照每个县级公安机关3名教官规模，共培养大约1万名专项训练教官，对基层民警进行训练。

　　与此同时，针对近期频发的暴恐事件，北京、上海、云南、陕西、广东等多个省份开展了一线民警配枪巡逻活动。

　　部分省份制规章规范用枪行为

　　在各省份开展一线民警配枪巡逻活动，如何规范枪支使用便成为重要问题。

　　上海江苏路派出所教导员王伟称，此次配枪巡逻的民警都是平时出勤率比较高，家里负担较轻，性格比较稳重的民警。

　　为了保证配枪巡逻民警不出意外事件，上海市公安局专门组建了一支由专、兼职的心理教官和华东师范大学专业心理咨询师共同组成的“五人工作小组”。上海所有配枪执勤民警要在市局统一的心理测试平台上，完成三套专业的心理测试表。其中，“公安民警应激生活事件调查表”专为这次配枪任务量身定制。

　　公开报道显示，上海公安部门专门出台了一份《上海公安派出所民警佩枪执勤工作规范》，其中详细罗列了6个方面44条规定，严格规范巡逻警枪支使用和携带情况。

　　上海市公安局治安总队巡逻指导处处长芮明华称，上海市公安局已经要求，配枪巡警每次拔枪、开枪都需要写报告，由相关部门审核。此外，巡警仅在执勤期间携带枪支，且执勤期间不允许离开工作岗位。离岗必须归还给专职的枪械管理员，并清点子弹。步巡时，民警手必须放在枪支上以保护枪支安全。

　　中国现代国际关系研究院反恐怖研究中心主任李伟认为，一线民警配枪巡逻对震慑暴恐犯罪、防范暴恐事件发生具有重要意义。对于配枪后如何使用枪支、如何管理枪支，各个省份还应该出台更加细化的规定，避免在此次配枪巡逻活动中出现问题。

　　上海上千巡警配枪

　　从4月20日起，上海市1000余名巡逻警开始配枪执勤。上海市公安局方面称，在配枪巡逻前，这些巡逻警都需要经过政治、心理、技能的三重考验。

　　云南练兵配枪升级

　　从5月10日起，云南省公安厅用一个月时间在省公安厅机关开展使用武器警械大练兵活动。云南省一位民警告诉记者，此次配枪进行了升级，由原来的54式、64式手枪换装为92式、左轮手枪等。

　　西安巡警5分钟到现场
