　　大量的历史证据表明，西沙群岛自古以来就是中国固有领土，中国人最早发现、最早命名、最早开发经营、最早进行管辖和行使主权。中国人是西沙群岛无可争辩的主人。早在公元前2世纪，也就是汉代的时候，中国人就已经在南海航行，并且发现了西沙群岛。此后，中国人陆续来到西沙群岛进行开发、经营。有史料证明，中国唐宋时期就有中国人在西沙群岛从事捕捞活动，北宋海军当时已经巡航到了西沙群岛，这说明中国当时已经对西沙群岛实施了有效管辖。元代时著名天文学家郭守敬就在西沙群岛设立天文点，证明当时西沙群岛已经在中国的疆域内。

　　上世纪70年代中期之前，越南方面一直公开和正式承认西沙群岛属于中国。1956年，越南外交部负责人对中国驻越南使馆临时代办明确表示西沙群岛属于中国。1958年，中国政府宣布，中华人民共和国的领海宽度为12海里，并且明确指出这项规定适用于中华人民共和国的一切领土，包括西沙群岛。中国政府作出上述宣布后第10天，时任越南总理范文同就照会周恩来总理，表示越南政府承认中华人民共和国关于领海决定的声明，尊重这项决定。长期以来，越方的官方文件、教科书、地图都明确表示西沙群岛属于中国。

　　而1975年后，越方背弃了以前的这些承诺，转而对西沙群岛提出主权要求。上星期五越南外交部的新闻发布会发表的这些言论，再次证明这个国家歪曲历史、否认事实，出尔反尔、背信弃义。这个国家的国际信用等级很低。

　　关于中方同泰国的有关方面的接触，我没有具体的信息向你提供，但是我可以告诉你，中国驻泰国的使馆一直在正常履行职责，正常运转。我们希望，不管局势如何变化，中泰之间的友好交往以及互利合作能够继续保持下去。

　　问：据报道，中国政府要求国有企业不雇佣美国咨询公司。能否证实这一消息？

　　答：我目前还不能够向你证实这一消息是否可靠。中国奉行对外开放的战略，我们欢迎外国企业来华投资经营，开展合作。同时我们也要求外国企业如同中国企业一样，在华能够遵守中国的法律和规定，不得从事有损中国的安全和利益的事情。

　　问：据报道，越南参加打砸抢烧反华示威的两名男子已经被判刑，请问你对此有何评论？对于越南政府对此事件的后续处理，有何评价？

　　答：我注意到有两名男子被判刑，但是我们觉得这还不够。前不久在越南发生的针对外国企业和人员的暴力打砸抢烧事件，给中方企业和个人造成重大人员伤亡和财产损失，我们敦促越方尽快对此事件展开彻底调查，依法严惩不法分子，并且对中方有关企业和人员进行赔偿。越方要采取切实有效的措施，确保中国在越南的机构、企业和人员安全。只有这样，才能够恢复国际社会对这个国家的信心。

　　问：关于中日战斗机在东海接近一事，中俄演习所在的空域是否与此前公布的演习海域完全重合？日方称自卫队飞机并没有进入演习空域，中方如何评论？

　　答：关于这件事，中国国防部已经发表了声明，详细介绍了事实真相以及中方有关立场，如果说日方战机像你所说的没有进入有关空域，那它到底在干什么？它到底在哪？难道中方主动去挑事吗？我再次强调指出，日方的有关行动是非常危险的，也是非常具有挑衅性的，日方应该认真进行反思，并克制约束自己的行为，避免双方误判，进而导致摩擦和冲突。否则，可能由此产生的一切后果应该由日方来承担。
