  专门针对低保等低收入家庭的廉租房,将逐渐退出历史舞台。昨日,武汉市政府常务会原则通过了《关于进一步加强公共租赁住房管理的通知》,7月1日起廉租房与公租房正式并轨。


  并轨后,将分5类人群实行差别化补贴。武汉市房管局人士介绍,补贴标准与此前差别不大,不会增加低收入者的住房支出。


  下月停止廉租房申请



  房源分配统一为摇号


  廉租房与公租房都属于保障性租赁房,但面向的群体不是完全一样,申请人容易混淆,导致申请不便。两项制度准入门槛、保障标准不同,彼此不能调剂使用,这在一定程度上造成了资源的闲置浪费。由此,住建部要求,从2014年起各地廉租房建设计划调整并入公共租赁住房年度建设计划。


  昨日,武汉市决定,拟于6月1日起停止单独受理廉租房资格申请,此前已受理的廉租房资格申请仍按照程序进行审核、排队。


  7月1日起,廉租房和公租房正式并轨,资格申请、审核程序、租金标准、保障方式、运营管理模式均按新规定实行并轨管理。


  并轨后会带来哪些变化?武汉市房管局人士介绍,并轨后,公租房将作为租赁型保障的唯一形式,统一房源建设,统一室内装修标准和户型面积控制标准,不再有建设标准的差异。


  同时,统一资格审核和认定标准。并轨后,凡符合公租房保障条件的城镇家庭,统一在居住地或户籍地社区填报《武汉市公共租赁住房资格申请表》,并提交相关申请资料。


  值得注意的是,房源分配方式也统一为摇号选房。此前,廉租房申请者排队等候房源,并轨后,和公租房一样,统一为登记摇号选房。不过,并轨前尚未配租的原廉租房轮候家庭优先配租。


  低保无房户可租30余元房



  新就业职工享分层次保障


  并轨后,租金补贴有没有变化?会不会增加低收入者的住房支出?武汉市房管局介绍,将根据困难家庭的住房和收入情况,分5类人群,实行差别化补贴,实际补贴金额与此前相差无几,不会增加低收入者的住房支出。


  第一类人群为:人均收入低于城镇最低生活标准,且人均住房面积低于8平方米的家庭,实行租金直接减免方式,仍按公有住房租金的50%收取,物业服务费仍由政府全额承担。房管局人士算了一笔账,目前公有住房的标准租金为每月1.5元/平方米,减免50%,即0.75元/平方米,也就是说住一套50平方米的公房,只需要每月交37.5元房租。


  第二类人群为:人均收入低于城镇最低生活标准,人均住房面积8-16平方米的家庭,采取“市场租金、租补分离”的方式,按市场平均租金的80%确定租金补贴标准。补贴公式为:住房月补贴额度=人均待补贴面积×人均月补贴标准×保障人数。人均待补贴面积,是家庭自有住房人均面积与最高补贴面积标准(今年为15平方米,明年提高至16平方米)的差额。


  以后湖惠民居公租房为例,月租金为15元/平方米,物业管理费1.4元/平方米。以三口之家无房户,租住50平方米公租房为例,月租金=每月每平方米租金标准×房屋建筑面积+物业费=15×50+70=820元。按照最高80%的标准补贴,三口之家最高可获补贴540元,自己只需要支付280元。


  其他人群补贴标准按条件依次递减为平均租金的60%、30%和没有补贴(具体见上表)。


  而对于新就业职工分为两个保障层次给予差别化保障:人均收入低于武汉市人均可支配收入的无房家庭,租金补贴标准按市场平均租金水平的30%确定;人均收入高于武汉市人均可支配收入但低于资格申请收入条件上限的无房家庭,可享受公租房市场租金,但不享受租金补贴。据了解,武汉中心城区去年人均可支配收入为3万元/年。
