□合作种业交易中心将筹建
前晚，在袁隆平院士、北京市副市长林克庆等专家、领导的见证下，北京种业交易中心（筹建）股东合作签约仪式活动在京举行，这也标志着一个以种业为核心的交易平台筹建工作进入了实质性的操作阶段。
北京种业交易中心拟由湖南隆兴种业交易有限公司、北京丽泽金融商务区控股有限公司、北京新发地农产品电子交易中心有限公司、中农谷美（北京）生态农业有限公司联合发起筹建。
该中心将以种业品种权交易为核心，挂牌交易国内外权属清晰的种业品种权，并配套提供种子交易、品种鉴定评估、信息咨询、金融保险、市场监测等产业链服务，推动种业的市场化运作，也有利于形成一套全国统一的种业交易指标体系，并有效推动种业的市场化运作以及农业产业链的整合。
“中国人的饭碗得端在自己手里，中国的粮食安全必须把握在自己人手中。”中国安全农产品交易中心主任蒋晓青说，这也是她对北京种业交易中心建立后，作用领域的期待。
□解读为何设立种业交易中心
目前在中国注册的外资种子企业至少有76家，其中持有效证照的企业49家，已有59个外企的品种通过国家级或省级审定。
目前，中国种业仅在水稻、棉花等细分领域仍保持一定的优势，而国外企业占领了大豆、玉米、花卉、蔬菜部分种子品种的大量市场份额，从而进一步主导了这些类种子甚至相关农副产品的定价主导权。
中国农业信息化的起步晚，信息的不对称是导致良种到达终端消费者手中难度大的主要原因。
这也决定企业需要很高成本建设流通体系，其中又有很大一部分落到了中间商的手中，种子从出厂到农民手中，价格通常会翻3-4倍，流通环节吸收了产业的大部分价值，但实际上只是利用了信息不对称，并没有为提升种业的核心竞
争力贡献应有的力量，亟须利用信息网络技术开展种业信息化工程。
随着社会的发展，市场竞争已不再是简单的商品品质或价格的竞争，而是上升为全产业链的竞争，农业也不例外。从当前来看，种业对推动整个农业的发展具有举足轻重的作用，而我国目前的农业格局还处于附加值较低的种植加工环节。

争取超级稻今年亩产一吨
昨天，袁隆平接受记者采访时表示，目前，他和他的科研团队正在研究并开展三个项目。第一个是第四期超级稻攻关亩产1000公斤的项目，“去年达到988.1公斤，争取今年突破1000公斤，保证明年一定实现。”
袁隆平说，第二个项目为种三产四项目，种三亩超级稻，产原有4亩地的粮食，到2015年，在湖南省要发展到1000多万亩，要产2006年的2000万亩的粮食。
“第三个项目为三一工程，也就是三分地要养活一个人，三分地一天要产一公斤粮食。”袁隆平说，最开始在长江中下游实施三一工程试点，去年湖南两个县已经达标，现在已经扩大到很多县。
袁隆平说，理论上讲水稻一季度可以达到亩产1500公斤，还有潜力可挖。
梦想超级稻籽粒大似花生
袁隆平介绍，目前国外杂交水稻达520万公顷，种植国家包括印度、越南、美国等，国内杂交稻的面积为600多万亩。
“我有两个梦，一个是禾下乘凉，我希望这个超级稻长得比高粱还要高，穗子有扫帚那么长，籽粒有花生米那么大。第二个是杂交水稻覆盖全球梦。全世界有22.5亿亩稻田，如果其中一半种上杂交稻，生产粮食1.5亿吨，可以多养活4亿-5亿人口。”袁隆平说，这个梦怎么实现？必须要开发好品种，让好种子走出国门。
“世界上十强种业中国还排不上队，包括隆平高科，都进不去十强。”袁隆平说，中国种业多、小、乱、杂，需要整顿。他建议，国家要放开政策，扶持整合好的龙头企业，并在税收、资金上给予扶持。本版采写京华时报记者陈荞
