不过，迄今相关部门还未发放FDD LTE牌照，王晓初预计，取得牌照后将会适当增加资本投资，今年资本开支800亿元人民币，其中有一半用于4G业务。

另外，王晓初还表示，中国电信与中国移动、中国联通成立铁塔设施公司，避免重覆兴建设施，有助降低3大运营商的资本开支。除成立铁塔设施公司以外，暂时没有其他资源共享合作计划。
