哈格尔在对话会第一次全体会议上重谈美国“重返亚太”战略，再次声称美日安保条约适用于钓鱼岛，为日本谋求解禁集体自卫权打气，公开指责中国在南海问题上采取所谓单边行动。
王冠中在接受中国媒体采访时就此回应说，哈格尔的讲话“过分程度超出了中方的想象”，对中国的指责毫无根据、毫无道理，充满霸权主义、充满威胁和恐吓语言，是在鼓动和怂恿亚太地区不安定因素闹事、挑事，不具建设性。
王冠中指出，从哈格尔的讲话，联想到30日晚日本首相安倍晋三的演讲，他们是一唱一和。从安倍到哈格尔的讲话，我们可以看出，究竟是谁在主动挑起事端、争议和冲突。中国在事关中国的主权、领土和海域划分上，从未有过一次主动挑起事端，都是在有关方面带头挑事的情况下，中国政府不得不采取应对的措施。
他说，构建中美新型大国关系是两国元首的共识，习近平主席提出构建与中美新型大国关系相适应的新型军事关系也在去年进行的中美两国国防部防务磋商中得到了确认。而构建新型军事关系需要平等相待，相互尊重，以建设性态度相向而行，中国一直朝着这个方向努力，但哈格尔的讲话无益于新型军事关系的构建。
哈格尔在当日的演讲中也认同美中要共同构建新型大国关系，建立合作、妥善处理竞争、避免对抗。王冠中认为，中美之间构建新型大国关系是大势所趋，过程中难免存在摩擦、分歧和争论等，关键在于中美双方都要正视这种矛盾分歧。
王冠中提出，中美之间包括两军之间，要扩大共同利益，努力寻找双方利益汇合点，要管控和努力缩小双方的分歧，要及时消除误解和误判。他表示，相信通过坦率、公开、平等的交流，一些表面上看起来有分歧的问题，将来会获得一致。
