加强监管是防范犯罪发生的关键。李斌认为，教育行政部门和学校应当建立严格的行业准入制度，尤其要重视开展教师职业道德的建设和考察，对于有问题的教师要及时清退。
有专家认为，职能部门应当统一制定并严格执行相关守则，如避免对学生进行个别谈话或辅导，且不得关闭房门；学生留校应事先征得家长同意，并通知班主任或其他主管教师等。
最后，应完善法律保障体系，从法律上对儿童性侵害犯罪加以严惩。全国人大代表、湖南秦希燕律师事务所律师秦希燕建议，应立法取消嫖宿幼女罪，将该罪纳入强奸罪并加重处罚。不论被害人是否在主观上“自愿”发生性关系，只以其年龄作为唯一判断依据。凡是与不满14周岁的幼女发生性关系，一律定为强奸罪，并加重处罚。
李斌认为，针对近年来儿童性犯罪频发的现状，亟须立法和执行部门调研并出台行之有效的法律制度。“当然，法律是最后一个手段，在此之前，从观念教育到监督管理，前两道防线必须筑好。”
