  商报济南消息(记者郑心茹朱彩玲) 昨日在省人大常委会第八次会议上,山东省环境保护厅厅长张波作了《关于我省大气污染防治情况的报告》,报告中提出,我省下一步将试点重点城市开展机动车总量控制。不过哪些城市、什么时间将实施,目前尚未有进一步信息。


  虽然我省去年大气污染防治初见成效,但是防治形势仍十分严峻。张波指出,目前存在的问题中,机动车排气污染正日益凸显。2013年,我省机动车保有量2289万辆(其中汽车为1277万辆),近5年全省汽车保有量净增约600万辆,目前各市均未出台明确的汽车总量控制措施,购车需求旺盛,市区道路拥堵,进一步加剧了机动车排气污染。在谈及今后的大气污染防治工作时,针对机动车排气污染的治理将是重点之一,为此张波提出,在重点城市试点机动车保有量总量控制。


  机动车保有量总量控制是什么意思?记者采访发现,这个名词在北京、上海、天津等地也频频出现,其实说的通俗一点就是机动车限购。通过限购政策,让机动车保有量增速放缓,从而实现保有量总量控制的目标,减少污染的排放。


  不过所谓重点城市包括哪些,保有量总量控制,除了限购之外,是否包括限牌、限号等措施,目前尚未有进一步信息。

  汽车限购青岛比济南可能性更大


  在山东一说重点城市,大家首先就会想到位列副省级城市的省会济南和副省级的计划单列市青岛。这是不是意味着,这两个城市将率先进行限购?在去年,两个城市的交管部门都曾给予过否认。昨日记者又对此事进行了了解,但并未得到明确的答复。


  其实2013年,中汽协的负责人曾表示,天津、深圳、杭州、石家庄、重庆、青岛、武汉8个城市均存在实施限购的可能。目前天津、杭州已经实施了“限购”,而在这8个城市当中,济南并没有入围。也有专家认为,济南目前还不到限购的程度,一方面,交通设施不能改善,道路面积少,道路狭窄,另一方面,目前济南还没到交通极度拥堵,甚至瘫痪的状况,并没有必要先采取汽车限购政策。


  目前我国实行限购的城市包括:上海、北京、贵阳、广州、天津、杭州。这些城市中,大多是突然袭击式采取限购政策。因此很多市民都挺关心,山东的城市要实行机动车限购,是不是也会突然袭击。对于这一问题,目前没有部门进行公开回应过。


  不过我们梳理上述六城市限购之路发现,其中贵阳、广州、天津、杭州4个市采取了这种方式。以杭州为例,早在政策正式出台一年前,杭州就盛传“限购”,一年间传言多达6次,而杭州市政府6次出来辟谣,就在通告发布的当天上午,有媒体记者致电杭州交管局,对方仍表示没听说过要限购,望广大市民不要听信“谣传”。


  成都之前也曾就汽车限购一事召开听证会,当时听证会上遭到大部分听证代表反对,最终未能成行。而武汉等城市就明确规定机动车若限购不搞突然袭击,市政府可根据道路交通发展状况,决定实施交通拥堵治理措施,但增加了听证程序。记者 朱彩玲
