《法制晚报》记者注意到，这是包括中纪委、外交部、最高检等多个部委部门近日来对追逃追赃工作的连续表态。
表态多部门近期密集发声追逃追赃
《法制晚报》记者梳理发现，近期以来，除中纪委外，还有外交部、最高检等多个部门密集就此问题公开发表言论，表示将加大国际追逃追赃力度。
为贯彻落实中央颁布的《建立健全惩治和预防腐败体系2013-2017年工作规划》，外交部结合工作实际，近日制定并印发《贯彻落实实施办法》，要求部属各单位和各驻外使领馆严格遵照执行。
外交部要求，对出国出访、公务接待等工作加强规范，严格落实中央八项规定精神，突出维护纪律刚性要求。全力配合国内有关部门开展国际反腐败合作和境外追逃追赃工作等，为全面推进外交部党风廉政建设工作及服务国家反腐败斗争大局提供保障。
5月14日上午，最高人民检察院召开新闻发布会。最高检反贪总局和渎职侵权检察厅负责人分别通报了2014年第一季度全国检察机关查办职务犯罪案件工作情况。
反贪污贿赂总局局长徐进辉表示，将进一步采取有力措施加大惩治行贿犯罪力度，同时也要切实采取措施把追逃追赃工作抓上来，确保在2013年的基础上有新进展，切断腐败分子的后路。
最高检要求，各级检察机关把追逃追赃工作放在与办案工作同等重要的位置来对待，无论犯罪嫌疑人逃到哪里，也无论逃了多长时间，都要坚持不懈地将其缉捕归案，决不允许任何人逍遥法外。
力度联防联治贪官外逃
包括最高人民法院、最高人民检察院、外交部、公安部、国家安全部、司法部、中国人民银行等部门也参加了昨天的会议，并介绍了有关工作情况。
《法制晚报》记者注意到，今年以来，中纪委对追逃追赃工作多次表态。年初，十八届中央纪委三次全会召开，王岐山同志在工作报告中指出，“要加大国际追逃追赃力度，决不让腐败分子逍遥法外，给妄图外逃的腐败分子以震慑。”
3月，中央纪委、监察部机关深化机构改革，将预防腐败室、外事局整合为国际合作局，与国外加强合作、切断贪官外逃之路的思路更加明确。
黄树贤要求，各有关部门既要各司其职、各负其责，充分发挥各自优势，用足、用好、用活有关措施和手段，又要加强沟通，共享资源，密切协作，形成整体合力。
他指出，要加大宣传力度，主动发声，正面引导，展示开展追逃追赃工作的坚定决心、有力举措和取得的成效，赢得人民群众和社会各界的广泛支持，努力营造有利于国际追逃追赃的氛围，让外逃贪官无所遁形。
观点从源头切断外逃贪官资金链
专家认为，中国追逃追赃的关键之一是从根源上切断外逃贪官的资金链。今年年初，新华社消息称，中国人民银行已经颁布了《金融机构反洗钱规定》、《人民币大额和可疑支付交易报告管理办法》和《金融机构大额和可疑外汇资金交易管理办法》。根据这些法规，一些大额可疑外汇交易将被报告。
清华大学法学院副院长张建伟接受在线访谈时曾表示，外逃贪官在境外想过安逸生活，需要一定财产资源，若通过特别没收程序把财产追回来，那他们在国外逍遥自在的生活状况会被打破。
“有的外逃贪官事先把财产转移到境外，有的是在外逃同时将财产转移，这使检察机关在办理案件时，常会面临外逃贪官引渡回国的障碍和转移财产难以追回的困境。”张建伟说，“《国际反腐败公约》对于外逃人员的财产也作出相应规定。新刑诉法增设这个特别程序，能使法院在外逃人员没有抓获归案时对他们的财产作出处理。”
“境外追逃是我国刑事司法中的一大难题，涉及国际法和外国法的许多问题，要求我们以开放和创新的态度采取有效措施，克服和解决国际合作中遇到的各种困难。”北京师范大学刑事法律科学研究院教授黄风表示，我国境外追逃通常有四大路径，除了引渡之外，还有移民遣返、异地追诉和劝返。
链接开出千人“贪官外逃名单”
《环球时报》引述美国媒体报道称，中国向美方开出的“贪官外逃名单”已超过1000人。
尽管美国不时爆出所谓“要帮忙捉拿中国贪官”的消息，但由于缺乏引渡条约以及复杂而漫长的司法程序，缉拿隐匿在美国的这些贪官面临重重困难。
在过去10年中只有两人被遣返，而且近来贪官赴美外逃有加快趋势。美国一些基层执法官员以及法律界人士对记者称，中美应通过外交把司法合作落到实处，将外逃贪官绳之以法；同时注意贪腐资金流向国外的新特点，堵死外流赃款的监管漏洞。
