　　关于群众主动上交危爆物品和举报涉危爆物品违法犯罪线索奖励办法

　　第一条 为进一步推动公安机关危爆物品安全管理工作与群众路线的有效结合，防止违法犯罪分子利用危爆物品进行违法犯罪活动，提高群众自我防护和主动检举揭发涉危爆物品违法犯罪行为的意识，制定本办法。

　　第二条 危爆物品主要指枪支(军用枪、民用枪、非制式枪)、弹药(军用子弹、民用子弹)、爆炸物品(炸药、雷管、索类、震源弹、黑火药烟火剂等)、易制爆物品(火柴、氯酸钾、硝酸钾、硝酸钠、硝酸铵、硫磺、铝粉、高锰酸钾等)、各类炮弹(航弹、地雷、手榴弹等)、仿真枪、管制刀具、弩等。

　　涉危爆物品违法犯罪线索包括涉及上述危爆物品的非法制造、买卖、运输、邮寄、储存、盗窃、抢夺、持有、私藏、携带等违法犯罪活动，以及利用上述危爆物品预谋组织、策划、实施爆炸、伤人等暴力恐怖活动等情况的线索，及相关可疑人、事、物、车等线索。

　　第三条 群众主动上交危爆物品奖励标准：

　　1、上交枪支的，军用枪每支奖励500元，民用枪和非制式枪每支奖励300元；主动上交子弹的，每发奖励5元。

　　2、上交爆炸物品的，雷管每枚奖励30元，炸药每公斤奖励20元，黑火药、烟火剂每公斤奖励10元，索类每米奖励5元，震源弹、手榴弹、地雷每枚奖励100元。

　　3、上交非生产生活用途大刀等管制刀具及仿真枪的，参照市场价予以奖励。

　　4、群众发现遗弃的危爆物品，及时报告公安机关予以收缴的，参照前述1、2条进行奖励。

　　5、上交易制爆物品的，不在奖励范围内。

　　第四条 对群众举报被公安机关查证属实并破获案件的涉危爆物品违法犯罪线索，根据案件收缴危爆物品的种类、数量及社会效应等确定奖励金额。

　　1、破获私藏、私存爆炸物品案件，收缴爆炸物品达以下数量的，视情给予举报有功人员500元以上、2000元以下奖励：炸药500克，黑火药、烟火剂1000克，雷管10枚，导火索、导爆索20米或者手榴弹、地雷1枚以上的。

　　2、破获非法持有、私藏枪支案件，收缴枪支弹药达以下数量的，视情给予举报有功人员1000元以上、2000元以下奖励：军用枪、民用枪(猎枪、小口径枪)、非制式枪(火药枪、仿制枪、自制枪、改制枪)1支或者气枪2支，军用子弹10发、民用子弹50发以上的。

　　3、收缴仿真枪10支、管制刀具20把、弩1支以上或者查破非法携带管制刀具、弩案件的，视情给予举报有功人员200元以上、1000元以下奖励。

　　4、查破涉爆涉枪重大案件或取缔非法制贩爆炸物品、枪支弹药、剧毒化学品窝点的，视请给予举报有功人员2000元以上、10000元以下奖励。

　　5、举报非法运输、储存烟花爆竹及违规销售易制爆物品，经查证属实的，视情给予举报有功人员500元以上、2000元以下奖励。

　　6、群众举报线索为防范或侦破涉危爆物品暴恐案件发挥特别重大作用、贡献特别突出的线索，视情给予举报有功人员5000元以上、30000元以下奖励。

　　第五条 群众可向省、市、县级公安机关及派出所上交危爆物品和举报涉危爆物品违法犯罪线索。考虑危爆物品运输安全，原则上按照属地就近上交。群众可通过以下途径举报：

　　(一)拨打“110”报警电话或辖区公安派出所、公安局电话举报；

　　(二)通过天山警网(公安厅门户网站)进行举报；

　　(三)通过信件向公安机关举报；

　　(四)到公安机关或向执勤民警当面举报。

　　第六条 群众主动上交的危爆物品和举报的线索符合奖励标准的，原则上由接收和受理的公安机关进行奖励。公安机关将根据收缴物品的种类、数量、线索作用、社会效应等情况，分级对群众进行奖励。奖励工作原则上一事一奖，不重复奖励；但对为防范或侦破暴力恐怖事件发挥特别重大作用、贡献特别突出的，不限奖励次数。

　　第七条 群众主动上交危爆物品和举报的涉危爆物品违法犯罪线索奖励工作原则上每半年组织一次；特别重要的线索，随时予以奖励。上交物品不符合奖励标准或举报线索未查证属实的，不予奖励；对匿名举报，无法核实身份的，不列入奖励范围。

　　因线索处置环节属涉密内容，不接受群众对奖励情况的咨询。

　　第八条 举报人自接到奖励通知之日起30日内，凭本人有效证件或委托他人领取；逾期不领的，视为自动放弃。

　　第九条 为获取奖励盗窃危爆物品或借举报之名实施诬告陷害他人，编造、传播虚假恐怖信息，谎报警情等行为的，按照相关规定追究法律责任。

　　第十条 公安机关将保障举报人安全。未经举报人同意，在查证、宣传、奖励等工作中不得披露举报人信息。泄露举报人信息的，追究相关人员责任。

　　第十一条 本办法自2014年5月27日起实施。
