据青海省公安厅有关人士透露，从目前掌握的证据和案件审理的情况看，该邪教组织体系严密，行动诡秘，上下线之间单线联系，一个人通常只发展两名成员。
据了解，“全能神”邪教组织发起人赵维山自称“大祭司”、“全权”，成为总头目；组成了7人的核心班子，并设各级领导。其组织彼此用化名单线联络，内部等级和戒律森严，要求成员绝对服从。
揭秘二：内部人士透露所谓“女基督”
实为河南一精神病女子
反“全能神”联盟网站据一名教内人士透露得知，赵维山为达到不可告人的目的，把7名“神化身”中的一人——即“全能”——奉为现在东方闪电中的“全能神”，并被赵维山包装为“女基督”。
“女基督”被人崇拜为神经历了两个步骤：一是自称为神，二是被他人神化。然而这个所谓的“女基督”，原是郑州市附近一位邓姓未婚女子，据教内人士透露其曾是赵维山的情妇。她在1990年前后高考落榜，精神受到严重刺激而患了精神病。后被人带进教会信奉耶稣，此后，她加入“呼喊派”的聚会。她常对信徒说自己被圣灵感动见到异梦异象。赵维山趁机吹捧，并声称自己是“全能神”的大祭司，替“全能神”全权负责该组织的行政。
这样，赵维山就把自称为“女基督”的“全能神”变成了自己的傀儡，而他则成了该组织名副其实的幕后操纵者。
揭秘三：精神控制 有专人负责“洗脑”
如同传销组织一样，邪教组织对“信众”进行洗脑也是其特征之一。据警方有关人士透露，邪教组织内部有专人负责对新入教的人员进行洗脑，并不断地强化。通常这类人都受过心理学方面的专业培训。一般情况下，“洗脑”分三个部分，一是信，二是惧，三是控，最终通过不断的灌输、刺激和强化，达到精神控制的目的。
警方有关人士说，被抓获的许多涉案人员都经过被“洗脑”，在对涉案人员的审理过程中，尤其是那些邪教组织骨干分子，几乎说一样的话，不管问什么回答基本一致，就像一个培训班里出来的人一样，拒不交代参与邪教组织的有关事实，给警方审理处置案件带来了很大的阻力。目前，警方正和司法机关等有关部门及心理学方面的专业人员通力合作，尝试通过心理疏导、思想教育等冷处理方式打开突破口。据央视网

【发展成员】试图发展政府官员以寻靠山
“全能神”邪教组织在其创立的20多年中，一直是滚动式发展，隐蔽且极其迅速。
相关知情者表示，1995年前“全能神”以农村为重点发展地区。1995年至2000年，“全能神”邪教组织将目标转向城市，重点发展吸收大学生、商人等人员，目的是为了提高成员文化素质和增加经济收入。该邪教组织甚至试图发展政府官员，以寻找靠山。

武伯欣称，根据调查侦破情况，“全能神”每一地区均设有专职财务人员，将敛聚、骗取来的金钱通过转账汇款等方式，交给教派高层。“据调查，他们敛聚来的大量钱财都被使用、挥霍和转移至境外。”据新京报
