工信部电信研究院30日在京举办“2014宽带通信及物联网高层论坛”，会上发布了一季度国内固定宽带速率状况调查报告。一季度31个省区市基础电信企业签约用户固定宽带接入速率符合度均达到90%以上，符合国家标准。

工信部电信研究院副院长、宽带发展联盟秘书长刘多介绍，此调查报告基于国内主要互联网企业和三家基础电信企业的数据样本。样本范围包括31个省区市的固定宽带用户。调查聚焦用户的固定宽带接入速率测试值与签约宽带接入速率的百分比值，即“固定宽带接入速率符合度”。

刘多介绍，符合度普遍达标，是因为基础电信企业为确保用户服务质量满足相关要求，普遍在对用户宽带接入速率进行配置时留出一定的余量，因此多数省份的宽带接入速率符合度超过100%。

据了解，工业和信息化部于2013年7月印发了《互联网接入服务规范》，要求有线宽带接入速率的平均值应能达到签约速率的90%，确保宽带服务质量。此举被认为可以有效保障消费者的权益，并回应消费者对“假宽带”的担忧。

据了解，该调查现阶段仅对基础电信企业的签约用户进行了固定接入速率符合度测试，并不包括二级运营商数据。
