报告称，东方闪电(全能神教)不只是在教义上歪曲基督教，而且明显带着黑社会性质，对脱教者或不信者采用的手段之卑劣和残酷都是其他异端和邪教远不能及的。

《报告》称，“东方闪电”，又称“全能神”或“实际神”。这个在上世纪90年代初从河南省中南部地区出现的教派历经多次演变。历年来，发生在全国多地的多起自杀、他杀等刑事案件均与该教派有关。1995年11月，“全能神”被中国政府确定为邪教组织。
由于不断受到警方打击，2000年9月6日，赵维山携杨向彬等人窜逃至美国。在一些势力的支持下，赵维山遥控指挥国内的信徒。
2005年上半年，赵维山设立了互相制约的“监察组”，成员包括其在内的7人，为“全能神教”的权力核心。
“全能神”的权力架构完全明晰：最高层为“女基督”，下为“圣灵使用的人”，实际的权力中枢为“监察组”，接下来依次为牧区、区、小区、教会、小排。通过这种严格的编制，赵维山牢牢控制住了全国的信徒。
正是通过其不择手段的传教方式，到2007年年底，该派号称全国已有信徒300万人。
曾多次参与侦破“全能神”邪教组织案件的中国人民公安大学教授、疑难案件犯罪心理分析专家武伯欣称，根据调查侦破情况，“全能神”每一地区均设有专职财务人员，将敛聚、骗取来的金钱通过转账汇款等方式，交给教派高层。“据调查，他们敛聚来的大量钱财都被使用、挥霍和转移至境外。”武伯欣说。
范围年龄跨度从85岁至18岁
《报告》指出，从2012年12月东方闪电的活动情况看，全国多地都有他们的组织。他们不仅在青海、贵州这些西北或西南比较贫困的地区加紧活动，而且在比较富裕的江浙一带也很活跃。他们不仅在中小城市，如无锡市的江阴、宜兴，浙江省的兰溪、温州，河南省的许昌等地活动，而且也在福州、广州等大城市聚会或走街串巷地宣传末日歪理。
报告称，在广州自12月12日至16日便先后发生了32起涉及130名全能神信徒的聚会。参加这次活动的以中年妇女为主，但也不乏老年和青少年参加，例如在浙江兰溪参加活动的该派信徒中，年龄最大的85岁，最小的只有18岁；这些人中有退休人员，有个体户、工人、商人，也有个别大学生，甚至有的学生为了传教，荒废了学业。
同时报告还称，该邪教以城市为主的方针，城市教会将会面临非常严峻的考验，因为城市教会成员既多又杂，人与人之间关系不像农村那么紧密，而东方闪电又经常变换手法，使人难以识别，因此总会有一批信徒被拉过去，这使得城市教会防不胜防。更为严重的是该派不只是在中国大陆，而且已扩散到中国的港台地区和世界其他地区，成为一个国际性组织，这更加大了我们防范的难度。
传播专人负责给新人洗脑
那些被蒙蔽的群众入教时要交纳两千元，这笔钱要逐级上交，一部分作为日常的活动经费，一部分要奉养所谓的“全能神”及组织的核心成员。
据了解，除了刚入教时要求交纳2000元会费以外，“全能神”邪教组织还要求成员要完全“奉献”来满足教主的旨意，宣扬“奉献”越多，得到的“平安”、“恩典”越多，有时以欺骗、恐吓等方式，向成员销售分文不值的“圣水”、“圣物”，从中牟利。
据警方有关人士透露，邪教组织内部有专人负责对新入教的人员进行洗脑，并不断地强化。通常这类人都受过心理学方面的专业培训。
初入教会，除了交纳会费，还有一个重要的环节是发毒咒写“起誓书”。平时一起吃住聚会，除了每星期拉人头任务的上下督促之外，还有一整套处罚制度等，最终通过不断灌输、刺激和强化，达到精神控制的目的。
一位被该派诱骗软禁长达一个月的传教人对该派传教手段进行了深刻的剖析和归纳：利用圣经掩饰谬理、谎言欺骗迷人入教、利用贿赂收买人心、潜入教会摸底铺路、假装敬虔取得信任、诱骗绑架长期软禁、利用婚姻色相诱惑、使用药物精神折磨、恐吓诅咒逼发毒誓。
手段断肢割耳惩戒脱教者
为发展教徒和传教，除拉关系、爱心感化、送钱送物外，女色诱惑、暴力殴打、非法拘禁等都是“全能神”教成员常用的手段。
“全能神”为发展教徒所传发的非法刊物《关于传福音工作的原则》中写道，“如知情人带路、拉关系、交朋友、爱心感化、建立感情、软磨硬泡等行之有效的方法要坚持长期使用，到必要时还得会用绝招。为使人得到拯救，必须不择手段。”
发展对象被“全能神”拉拢后，开始被要求参加“聚会”，“聚会”时不祷告，不讲道，不读圣经，而是要读该教的“经典”书，谈心得，跳舞和唱自创的“新歌”，并不是每个传教对象都能被顺利拉拢，发展受阻后，“全能神”改用“硬招”，恐吓、暴力。
公安部治安管理局称，“全能神”邪教专设“护法队”，殴打不愿入教或意图脱教的人。河南唐河县“全能神护法队”曾在12天内制造8起抢劫、殴打案件，受害人被打断四肢、割去耳朵。
2010年期间，河南一名小学生在放学途中失踪，后被发现死于一处柴垛处，脚心印有闪电标志。经当地警方调查，遇害儿童一名家属曾被发展成“全能神”成员，但意图脱教，该教遂实施了报复惩戒行动。
犯罪曾在河南酿多起惨案
近年来，邪教组织“全能神”曾在多地散布宣扬“世界末日”等谣言邪说，组织制造社会恐慌，在河南就曾酿成多起惨案，公安机关等部门一直对其进行严厉打击。
1998年10月30日至11月10日，河南唐河县“全能神”“护法”在短短12天内，就接连制造了多起抢劫、殴打事件，受害人被打断四肢、割去耳朵。2012年12月发生在河南光山的校园伤害案，犯罪嫌疑人闵拥军，受到同村一名60多岁“全能神”女信徒的影响，闯入校园，砍伤了23名小学生。
“全能神”邪教人员在偏远农村、城乡接合部及部分城市地区，用登门宣传、走街串巷、上街打横幅、发传单和利用扩音器等方式煽动人们入教，并大肆宣扬“世界末日”等言论。一些信众因信奉“全能神”“传教度人”，奉献钱财，有工不做，有田不种，有家不归，导致家庭不和，甚至倾家荡产。
为维护社会秩序，依法严厉打击和有效防范邪教组织的违法活动，河南省公安机关查处过“全能神”邪教活动，2012年12月，曾依法拘留96人，并收缴了一批邪教组织非法宣传品。
