新华网广州6月1日电(记者叶前)记者1日从广州市公安消防局获悉，近日，广州市政府对《广州市“12·15”较大火灾事故调查报告》进行审定并批复结案，认定这是一起较大消防安全责任事故。调查报告显示，共有41人负有责任，其中涉及相关监管单位工作人员30人。
2013年12月15日，位于广州市中心城区起义路上的25层高楼建业大厦发生火灾，明火持续10多个小时，过火面积1.25万平方米，直接经济损失4000多万元。
调查认定事故发生的直接原因是：首层总电源线短路引燃可燃物所致。因大厦消防设施等整体工程未完工、火灾荷载大等原因，导致火灾蔓延迅速，扑救时间长。间接原因是，大厦消防安全主体责任不落实，存在违法经营行为，大厦日常消防安全管理和监管不到位。
经查，有41人对事故发生负有责任，其中涉及相关监管单位工作人员30人。公安机关已对建业大厦及其业主信龙公司、信浓公司的实际控制人黎容桥等11人依法逮捕或采取强制措施；检察机关已对越秀区公安分局交通防火大队民警陈裕蓉等6名涉嫌刑事犯罪的公职人员立案侦查；对派出所专职消防民警等15人予以党纪、政纪处分，另有8名公职人员被组织问责处理，1名人员解除劳动合同，依法查处了广州市建业房地产发展有限公司等4个企业。
