  昨日,成都商报记者从省人社厅获悉,四川省2014年企业工资指导线已经确定,基准线为11%,上线(预警线)为18%,下线为4%。该指导线从公布之日起实施。


  省人社厅劳动关系处负责人介绍,基准线是根据全省经济发展预测、企业职工工资、企业效益状况确定的数值。所谓基准线,主要是给建立了工资集体协商制度的企业提供涨工资的参考、指导,但并不具备强制约束作用。据介绍,目前四川共有20万余家企业建立了工资集体协商制度。


  按照省人社厅规定,国有企业工资分配水平确需突破工资增长上线的,应经国有资产监督管理部门审核后,报同级人社部门备案。国有企业工资水平已达到本地区上年度城镇单位在岗职工平均工资2.5倍及以上的,要适度调控其工资水平。国有企业负责人年度薪酬增长应低于企业利润总额增长,并与职工工资保持合理关系。当年企业职工平均工资不增长,企业负责人绩效薪酬不得增长。成都商报记者 祝迅
