为了依法救助道路交通事故受害人，及时化解社会矛盾，促进社会和谐，温州市设立了道路交通事故社会救助基金。2014年4月17日温州市政府出台今年6月1日开始实施的《温州市区道路交通事故社会救助基金管理暂行办法》。温州市规定，当道路交通事故中当事人和法定连带责任人暂时无支付能力时，若发生抢救费用超过交强险的责任限额、或肇事机动车未参加交强险、机动车肇事后逃逸等三种情形之一的，“救助基金”应垫付道路交通事故中受害人人身伤亡的丧葬费用、部分或全部抢救费用。“救助基金”机构和交警部门以后再向事故责任人追偿。
医疗机构对交通事故中的受伤人员应及时抢救，不得因抢救费用未及时支付而拖延救治。
“救助基金”抢救费用垫付额度每人最高限额为3万元。丧葬费用垫付额度最高金额按浙江省上一年度全社会在岗职工月平均工资标准的6个月总额为限。如遇特殊情况，垫付费用超过最高限额的，由市财政、公安、卫生、农业、民政、人力社保、保监等部门组成的温州市道路交通事故社会救助基金管理领导小组研究确定。
受害人在交通事故中死亡、重伤、致残造成受害人家庭特殊困难的，可根据具体情形予以一次性经济补助，死亡人员每人一次性救助最高限额3万元；重伤、致残人员每人一次性救助最高限额2万元。如遇特殊情况，需要超过救助限额的，由领导小组“一事一议”研究确定。
垫付“救命钱”的流程是，医疗机构应将受害人抢救费用及垫付情况书面告知交警部门，交警部门在3个工作日内进行初审，然后通知医疗机构执行。(完)
