SOA： civic organizations visit the Antarctic， must first submit their applications

The regulations require, China 6 categories of citizens, legal persons or other organizations may be damage to the Antarctic environment and ecosystem investigation of activity shall apply to the national marine administrative departments. These activities include: take with you into the Antarctic non-native to the Antarctic organisms, such as animals, plants and micro-organisms, food except for hunted mammals, birds and invertebrates, harvesting and gathering and other activities that may interfere with the animals and plants; collection of Antarctic meteorites into Antarctic specially protected area activities; establishment of man-made compounds in Antarctic activities other activities that may damage the environment and ecosystems of the Antarctic.

The regulations require that Chinese citizens, legal persons or other organizations to carry out these 6 types of Antarctic research activities, can be submitted between April 1 of each year and 30th in the year from June 1 to May 31 next year to South Pole expedition between applications. Applications include name and programme of activities, information, brought into the list of goods, the applicant can arise from activities, such as environmental impact assessments, emergency contingency plans. Application approval is granted, citizens, legal persons and other organizations carry a licence from the relevant departments, before visiting Antarctica-related activities.

It is learnt that in recent years, with increasing diversification of Antarctic activities, an increasing number of people involved in Antarctic research activities, organization and visits more social, personnel are increasingly diverse, especially the social organizations of Antarctic tourism, adventure and interdisciplinary study and other activities on a rapidly rising trend, the Antarctic research activities has made new demands.

According to the polar expedition Office of State Oceanic Administration personnel, 2004 State Council Decree No. 412 North or South Pole expedition as a necessary administrative approval items be retained, SOA has developed the regulations accordingly. Except as expressly specified outside the Antarctic research activities require a license, the provisions on environmental impact assessment in Antarctica, national marine administrative departments explanation of the duties of supervision and inspection.
