Today, the fifth member of the 21st century Committee for Sino-Japanese friendship the two sides gathered at Nagasaki, exchange seminar on Sino-Japanese relations. First of all, on behalf of the Chinese Government the Committee, to the West of Thailand led by three members of the Japanese Board, and Nagasaki Prefecture to make thoughtful preparations and arrangements for this meeting to express my sincere thanks.
China-Japan friendship 21st century Committee as an advisory body to the Government in China and Japan, was established 30 years played an important role for the development of improved relations. The present Committee was established four years ago, has undergone changes of international situation and Sino-Japanese relationship ups and downs, both on the Commission's difficulties, conduct a variety of exchanges activities, improve the development of bilateral relations has made many valuable recommendations. Both members are also actively play their respective Director, conscientiously perform their duties, in different areas of practice to promote Sino-Japanese friendship. I would like to take this opportunity to express my sincere gratitude and appreciation for the work of both members.
Due to well-known reasons, the current Sino-Japanese relations face serious difficulties, the negative affects of bilateral political, economic, cultural and other fields. Insight are deeply worrying. When the more difficult, the more you have to play a role of the 21st century Committee for Sino-Japanese friendship, which is the common aspiration of both committees. This time, I, together with the members of the Chinese, with a firm belief of promoting Sino-Japanese friendship, held to promote enthusiasm to improve bilateral relations, Frank communication members sincerely hope the same day, in order to promote bilateral relations return to the normal development track at an early date a positive suggestions.

As a witness to the history of Sino-Japanese relations for half a century, because while I deeply deplored by the current situation of bilateral relations also have been thinking of extricating the broken road. Take this opportunity, I would like to talk about some of his thoughts, sort of catalyst, welcome criticism of members.
Japan are close neighbors, and more than 2000-year history of friendly exchanges of the two countries, the modern has had a traumatic experience against aggression and aggression. The current Sino-Japanese relationship has both historical and emotional, there are real conflicts, highly sensitive complex. Constant ups and downs in recent years, bilateral relations, conflict-prone, caught the most severe since the normalization of the situation, there are many reasons. In order to straighten out the Sino-Japanese relationship is a very difficult and complex systems engineering, requires both sides to recognize the actual action have made unremitting efforts. Normalization of the past 42 years, made great development of Sino-Japanese relations, an important foundation was the 1972 resumption of the diplomatic relations between the Governments and leaders of the two countries reached a series of important understandings and consensus, as well as the four political documents, including the Sino-Japanese joint declaration in the spirit of the principles set forth. If not for the older generation of the two countries leaders look at the big picture and the long term, to a high degree of strategic insight and political wisdom to overcome the ideological differences between the two countries and properly handle the history and Taiwan, territorial disputes and other differences of many contradictions, normalization of Sino-Japanese cannot speak, the Sino-Japanese relationship would never have today's enormous development.
Third is "friendship from generation to generation." Now some people say that "Sino-Japanese friendship" outdated, others say normalization reached when something doesn't work, I cannot agree. 2000 years of friendly Sino-Japanese relations topics, is the best choice of the fundamental interests of the two peoples, are the exchanges of the two countries, both positive and negative lessons for our greatest inspiration and valuable asset. Reality of current Sino-Japanese relations are faced with pressing issues, has also been plagued by deep-rooted problems, promote an improvement in relations between the two countries developed a long way the need for "Symptoms". --History issue concerns the feelings of 1.3 billion Chinese people. The problem now is not Asian neighbours such as China and South Korea grabbing a handful of historical issues and hold, but Japan itself unwilling to face up to the past, removing the historical burden. We hope Japan and leader of the Government in neighboring Asian relations and Japan's own long-term interests, the real draw in accordance with the spirit of the Sino-Japanese joint statement and the militarism, with an honest attitude to fulfil the stance and commitment of successive Governments to reflect on its history of aggression, take concrete actions to properly deal with relevant issues, win the trust of its Asian neighbors.
-The Diaoyu Island issue is long-standing, the Chinese position has sufficient historical and legal basis, and I need not repeat them. Over the decades, both sides based on the normalization of bilateral ties at understanding reached by the negotiation and conclusion of a Treaty of peace and friendship agreement, properly deal with the issue so that this issue is not an obstacle to reconstruction and development of bilateral relations. 2012 Japan Government regardless of China's firm opposition, insisted on "out island" implementation "nationalisation", broke above the status quo, forcing China to take the necessary measures, maintaining its position.
Territorial issues are highly sensitive in any country, very easy to affect national sentiment, and should not be touched. Only see the reality facing the problem, just come up with wisdom beyond the differences of position before finding renewed controversy and the way of management and control, avoiding the issue forming the long-term interference of bilateral ties.
Remember that during the last plenary meeting of the Committee, I proposed to achieve long-term, healthy and stable development of China-Japan relations, requires both sides to make great efforts to promote political trust and national feelings the two systems, in fact that's how to "root" problem. In order to reverse the current situation of bilateral relations requires both careful thought and perception problems solved, and take sustained actions.
First, the two sides to re-establish mutual recognition and positioning, is fundamentally resolve their partner or a threat, an opportunity or challenge question.
Japan took to the path of peaceful development after the war, providing active support to China's cause of reform and opening up, and for the important contribution to the development and prosperity of the region, China has always been positive. Currently we have Japan political expression of rightist and military security policy concerns, is concerned that Japan is to continue to go along the established path of peaceful development after the war, still need to change out the post-war institutions. We always consider Japan as important partners, hope with Japan were taking the road of peaceful development and seek revitalization and prosperity of Asia, achieving mutual benefit and win-win cooperation. That's the essence of Sino-Japanese strategic and mutually beneficial relations.
How to deal with a rapidly developing China, are in many countries around the world are thinking hard about the problem. An increasing number of countries see China's development as an opportunity, more and more attention to strengthening cooperation with China. China, the world's largest developing country and developed country, two very different political systems, levels of development and historical and cultural traditions, it is said that conservative powers and emerging economies will inevitably move towards confrontation. And the reality is that in spite of their many differences, problems still exist, but the leaders are determined to break the "fatalism in history", is committed to building without conflict and confrontation, new types of relations of mutual respect, cooperation and win-win. United States leaders repeatedly said that United States welcome a successful, strong, stable and prosperous China. It is regrettable, and I now feel Japan domestic China "opportunity" was thin, rendering the "China threat" noises and demonize China. Does this comply with the objective reality, whether in accordance with Japan's own interests, worth Japan insight for thought.
In 2008, Hu Jintao visited during the day, Japan released the fourth political document made it clear that Japanese "partners, do not pose a threat to each other," "mutually support each other's peaceful development". Whether this important political consensus into a widespread consensus in the community to guide policies and actions between the two sides, especially under the current circumstances is of great significance.

We cannot physically enter the 21st century, still stuck in the era of cold war zero-sum game.
To be sure, today's world is not peaceful, regional hot spots and the proliferation of local conflicts, a variety of traditional and non-traditional threats to security are intertwined. But there is no absolute security in the world, China advocated a common, integrated, collaborative and sustainable view on Asian security, advocating respect and guarantee the security of every nation, States of the region through dialogue and cooperation in achieving common security. Japan as the world's second and third largest economies and important countries in the world, for the maintenance of peace, stability and development in the region, leading the regional cooperation to jointly shoulder heavy responsibility, should play an important role in construction.
Historical experience has proven time and again that China and Japan "and is beneficial, natural breaks", the two countries must not go against the old road of confrontation, nor recurrence of historical tragedies of the war. China will firmly take the road of peaceful development, which is our own fundamental interests to make strategic choices, as well as the commitments made by the international community. We also hope that all countries in the world taking the road of peaceful development. We proceed from the practical needs of safeguarding national security, according to the level of economic development, and moderate strengthening national defense modernization construction, not including Japan, any country. We hope that the Japanese side, like many other countries, in a rational and well-intentioned attitude towards China's development, dialogues with the Chinese side in a spirit of equality and mutual respect, communication, and make due contributions to safeguarding regional peace and stability together.
Third, to make unremitting efforts to promote exchanges and cooperation in various fields, strengthen the ties of interest, improving the environment of public opinion, and lay a solid foundation for long-term and stable development of bilateral relations. Foundation of Sino-Japanese friendship in society the years developed multi-level, all-round, wide-ranging civil exchanges and cooperation is the most solid basis for development of Sino-Japanese relations and the most important driving force. People in the two countries at present degree of goodwill to each other fell to lowest point since normalization, largely due to the mutual understanding and cognitive deviation. But that does not mean that people in the two countries do not attach importance to Sino-Japanese relations. Survey, there are over 70% people in the two countries believed that the Sino-Japanese relationship is important or very important, and hopes that bilateral relations will be improved. In my opinion, more difficult times, both sides must be firm Sino-Japanese friendship and faith, do more solid work, releasing positive messages. Under the current situation, the two sides should eliminate the interference, and vigorously promote the news media, culture, local, youth exchanges in various fields, efforts to promote mutual understanding and friendship between the two peoples. Meanwhile, we also need to continue to promote the traditional economic and trade cooperation on the basis of, complies with the world trend of economic development and individual development needs, deepen bilateral energy and environment, finance and high technology, and other areas of bilateral cooperation, further strengthen and expand the common interests of the cake, so that people continue to enjoy the tangible results of Sino-Japanese cooperation, attracting more and more people in the two countries support the development of Sino-Japanese relations.
Our choice of Nagasaki for organising seminars and interflow activities, is of extraordinary importance. Nagasaki has long been Japan's external exchanges an important gateway, has an important place in the history of Sino-Japanese relations, in China since the normalization factor has been at Japan prefectures in the forefront. We take discussion on Sino-Japanese relations in Nagasaki, both want to carry forward the glorious tradition of Sino-Japanese friendship, friendly positive energy to both community and also hope to learn from folk wisdom and strength, a better consensus. Long vistas look. Despite the current relationship between the two countries in the face of adversity, but I believe that the difficulties are temporary, because Sino-Japanese friendly relations are the common desire of the people, follow the development trend of the times, and holy cause is no force can stop it.
