More instead of some developed countries to participate in the second commitment period of the Protocol, do not implement the 2020 commitment years ago, back at the original targets, even for additional emission targets. Vast developing countries including China heightened concern about these issues, does not want to see any country to ratify the second commitment period of the Protocol, as well as increase emissions cuts as bargaining chips, wants developed countries to take concrete action to deliver.


Xie Zhenhua said that the Chinese Government has taken active policies, measures and actions to address climate change, preliminary statistics to 2013, carbon intensity has been declining more than 28.56% in 2005, China will continue to take action to ensure that by 2020 carbon intensity than the goal of 2005 fell from 40% to 45%, to contribute to the global response to climate change.


In March of this year, the United Nations held this year's first round of climate change talks in Bonn, the current round of talks will end on 15th.
