Lv Wenbin pointed out that to promote energy-saving emission reduction is determined by the basic national condition of China's resources and environment, is around over the sill. Since reform and opening up, China had achieved remarkable economic and social development, but also paid a very high environmental cost of resources, economic contradictions between development and population, resources and environment have become increasingly prominent.
Lv Wenbin stressed that for some time to come, China will remain in agricultural modernization and industrialization, urbanization and Informationization "four modernizations" simultaneous development of historical periods, as the urbanization rate and people's living standards improve, increase in energy resources consumption will remain rigid. How to correctly handle the relationship between development and resource environment, develop resources to support eco-protected, the environment can accommodate, on the basis of sustainable development, which is needed to break a major issue.
Current issue, Lv Wenbin says:
First, tighter resource constraints. Our resource endowment is not superior, petroleum, natural gas, iron ore, bauxite, copper, strategic resources, such as arable land, fresh water footprint per capita world average levels, 7%, 7%, 11%, 17%, 43%, 28%, even the most abundant coal resources in the country, only 67% of the world average level, insufficient per capita resources as a whole. Nearly 1.8 billion mu of arable land red line, two-thirds of water shortage in the city.
Second, serious environmental pollution. From the atmosphere, 2013 74 cities in 71 cities exist in varying degrees of overweight, proportional to the number of days of reaching an average of 60.5%, Beijing-Tianjin-Hebei region 13 days compared to 37.5% towards the city level and above fog and haze-prone, nationwide trend, more and more serious. Judging from the water in 2013, 10 inferior five categories accounted for 9% of water quality in the great basin, groundwater overdraft seriously, poor drinking water safety. Judging from the land, in some areas, heavy soil pollution, soil total points exceeded the national rate of 16.1%, the main contaminants are heavy metals and organic pollutants.
Third, the degradation of ecosystems. Total lack of forest ecosystems, the quality is not high, the national forest coverage is 20.36%. Nearly 80% per cent with varying degrees of degradation of grassland, soil and water loss area covers a total land area of 37%, sandy soil covers a total land area of 18%. Mineral resources exploitation and ecological destruction caused by deforestation, is very serious.
Lv Wenbin pointed out that environmental and ecological issues, and is essentially a resource problem, most of the environmental pollution and ecological damage, was caused by overexploitation of resources, extensive use. Resource conservation is the fundamental policy for protection of the ecological environment. Practice has proved that the ecological civilization construction of energy saving and emission reduction is an important starting point, is the inevitable choice for solving bottleneck restriction of resource and environment. Only vigorously promote energy conservation and emission reduction, with less resource inputs, emissions and environmental damage, supporting economic and social development, building beautiful China to achieve sustainable development. So, do not waver to relax to ensure energy saving and carbon reduction and binding targets to reduce emissions, accelerate the construction of ecological civilization.
