On June 20, the national development and Reform Commission, Ministry of finance, Ministry of industry and information technology, jointly issued a document saying, as a follow-up to the "Twelve-Five" national planning and the development of emerging industries of strategic importance on the issuance of "broadband in China" strategies and implementation options: notice of speed up the progress of broadband development in rural areas and spread, in 2014, the three ministries will jointly organized and implemented "rural broadband" pilot project (phase I). Phase I involved in Inner Mongolia autonomous region, Sichuan province, Guizhou province, Yunnan province, Shaanxi Province, Gansu province and other provinces.

Pilot project aims to:

Combination of "broadband in China" timetable for implementation of the strategy, select the related pilot provinces or autonomous regions, each province or autonomous region choose 20 counties (districts, flag), promoting the development of broadband in rural areas by 2015 to achieve 95% more villages through the cable, broadband access in rural areas reached 4M, rural household broadband penetration reached 30%.

Choose to build in those areas in 20 counties (districts, flag) should comply with existing infrastructure: villages and towns through optical fiber cable reached 100%, villages 4M and less than 50% per cent rate of broadband.
