Study on the sansha's overall development plan involving the project's environmental impact assessment and optimization of relevant approval procedures, improving the approval time, supporting Hainan to speed up construction of three sand. Using "the Maldives" model supports three sand Islands tourism infrastructure for the construction of "Maldives" Hotel conditions. Develop leisure fishing, scuba diving, deep sea exploration, fishing, marine sports participation is strong, challenging high-end recreational tourism projects, focusing on cultivating the yachts, cruise, cruise vacation, sea golf tourism industry, creating a high level of marine leisure and sport tourism industry. The same day, Governments in Sanya, Hainan Province, also with the State Oceanic Administration, China National offshore oil Corporation signed to build a Tropical Ocean University (chips) Protocol.

Hainan, China's sea areas under the jurisdiction of about two-thirds, owns the unique tropical marine habitats, waters is governed by State "along the way" building an important interconnection between maritime regions.
