  3月6日,全国人大代表、中国科学院院士崔向群接受《科技日报》采访时表示,现在我国科研投入实行的是项目经费与薪资发放两条线,科研立项时未能考虑人员工资考虑,导致许多项目有运行费却没有人员费。

  “2014年,我们就已经欠了国家天文台2000多万,到现在只会更多。”


  3月5日,中科院院士崔向群代表说起了“欠钱发薪”的事理直气壮。


  作为主持建设LAMOST望远镜的首席科学家,她一直没弄明白,为啥国家花了这么多钱建设大科学装置,却没有配套的人员管理、薪资发放机制。


  LAMOST全称“大天区面积多目标光纤光谱天文望远镜”,是我国上世纪90年代提出并开始建设的世界上口径最大的大视场光学望远镜,被称为中国自主创新研制的“天文光谱航母”。


  LAMOST运行4年来,已经得到并发布了569万余条光谱数据,其中包括314万颗恒星光谱参数星表,相当于为浩瀚的太空做了一次普查,由此获悉天体的温度、密度、年龄和化学成分等。这些数据遥遥领先于国外同行。


  但是,崔向群说起这些成绩却不显得激动,反而流露出隐隐的忧虑。


  “美国在2020年将完成5000根光纤的光谱巡天望远镜,日本口径8米的望远镜也开始试观测”,崔向群说,国际上已经有十多个国家计划建设光纤光谱望远镜,它们的思路与LAMOST一样,都是往大规模的光纤光谱方向发展,但是光纤数大大超过LAMOST。


  更让崔向群不安的是,如何稳定一支高水平的科研队伍。


  “LAMOST建成后,中科院每年给一笔运行费,但是却没有相应的人员经费。”在国外大科学装置长期工作过的崔向群对此无法理解。


  她告诉记者,国外的大科学装置建设经费包括10%—50%的人员经费,但是国内的大科学装置都是只管建,不聘人。


  国外大科学装置的人员管理机制相对灵活、动态,有课题时就拿出人员经费聘用科学家入驻科研,课题完成了仅保留少量的人员维持运转。


  “现在LAMOST科研人员有60多人,包括运行、观测、数据分析等,但是相当一部分没有编制。”崔向群说,这就必须腾出一部分精力到外面争取横向科研项目发工资,但是基础研究人员争取横向科研项目何其之难。


  “而且这样一来,科学产出就不可能太好嘛。”崔向群说着两手一摊。


  即使是体制内的那部分人,国家下拨的“人头费”也不足以全额发放工资。


  目前,LAMOST每年从国家获得3000万运行费,但是其使用范围受到严格限制,比如备件更新、消耗品、水电费等,用于人员的只能是出差、开会,不能发工资。


  “去年我给财政部写了建议,但是最后是由科学院代为回答,他们也没办法。”崔向群告诉记者,现在我国科研投入实行的是项目经费与薪资发放两条线,科研立项时是不可能把人员工资考虑进去的。


  听了李克强总理所作的《政府工作报告》,她很振奋,因为“到2020年,力争在基础研究、应用研究和战略前沿领域取得重大突破,全社会研发经费投入强度达到2.5%”;但是,具体到LAMOST望远镜,她又高兴不起来了。


  “不仅LAMOST有这样的情况,所有的大科学装置都存在这样的问题。国家对大科学装置不仅要重建设,还要进一步完善、优化人员管理和经费投入机制。”崔向群建议。
