  “没想到退休前,还是赶上了(公车)改革。”开了一辈子车的58岁央企司机李军说。


  在中央国家机关公车改革全面完成,公车改革逐步深入之时,2月17日,中央公务用车制度改革领导小组印发《中央企业公务用车制度改革实施意见》(下称“意见”)、《中央事业单位公务用车制度改革实施意见》两个意见,这标志着包括央企在内的中央企事业单位公务用车制度改革进入实施阶段。


  央企公车改革给出时间表:集团总部层面6月底前完成


  《意见》中明确,“中央企业应当取消与经营和业务保障无关的车辆,可根据生产经营特点和机要通信、应急、特种专业技术服务(生产)、商务接待、执纪等实际需要保留适当的经营和业务保障用车。”


  《意见》并未禁止购置新车,而是对价格和排气量做出明确要求:央企若购置新车,商务车型经营和业务保障用车价格不得超过38万元(不含购置税,下同),排气量3.0L(含)以下;轿车型经营和业务保障用车购车价格不得超过18万元,排气量1.8L(含)以下。确因生产经营需要等原因必须配备较高标准经营和业务保障用车的,企业应严格履行内部决策程序,并严格控制数量,集团总部原则上不超过2辆。


  同时,《意见》针对不同职级的参改人员,根据保障岗位履职和公务活动需要,分级分类推进改革。中央企业主要负责人原则上配备公务用车;中央企业副职负责人,企业可根据实际情况选择为其配备公车或发放公务交通补贴。“副总经理们的选择”将是未来一段时间央企车改的主要话题。


  《意见》明确强调:采取配备公务用车方式的,不得发放任何形式的公务交通补贴;采取发放公务交通补贴方式的,取消为企业负责人配备的公务用车,每月按标准发放公务交通补贴或者按年度计算的补贴标准内据实报销公务交通费用。


  而其他符合公车配备条件的人员(如总经理助理等)全部取消配备公车,实行社会化保障。取消为退休、离任或者调离本企业的人员配备的公务用车,不为中央企业集团总部部门负责人及部门其他员工、非本企业人员等配备公务用车。


  针对有央企存在的通过借调使用子企业的超标车辆“阳奉阴违”的现象,《意见》特别指出:“不得擅自增加公务用车数量,不得向子企业调换、借用公务用车及转嫁公务用车购置、租赁资金和运行费用。”


  中央企业公务用车改革给出了“时间表”:力争今年6月底前基本完成中央企业集团总部的公务用车制度改革工作,今年年底前基本完成中央企业各级子企业的公务用车制度改革工作。


  数量庞大的央企各级子企业如何改革公务用车?《意见》指出,中央企业要统筹协调推进各级子企业公务用车制度改革,要从严确定子企业的公务交通补贴标准和参改人员范围,合理控制其经营和业务保障用车的数量和配备标准。国家发改委新闻发言人赵辰昕认为,子公司的车改其核心是做到“三个针对”,第一是针对企业本身,分类分级施策;第二是针对企业高管,明确范围标准;第三是针对保留车辆,确保正常经营。


  部分央企公车管理不够规范、公车配备范围过大


  《意见》中指出,目前仍然存在部分央企公车管理不够规范、公车配备范围过大等问题。


  此前,一些央企公车管理存在的问题就曾被指出。


  2014年6月,三峡集团在关于中央第九巡视组反馈意见整改情况的通报中表示,三峡集团原主要领导离任之前,其配备的奥迪2.8L公务用车已改为接待用车。对个别所属公司在中央严控公车采购标准后仍超标购置轿车问题,在集团范围内进行了通报批评。2015年6月,中央第十三巡视组在向宝钢集团反馈巡视意见时就曾指出,部分领导人员公务用车超标。而宝钢在当年9月通报整改情况时表示,更换、调整小排量车53辆,领导人员公务用车总数减少38%。


  《中国经济周刊》记者在采访中了解到,不同央企之间公车使用现状千差万别。即便在同一个央企集团内部,子公司因为市场化程度更高一些,车改力度也较央企总部更大。


  某能源行业央企在京二级公司办公室主任吴平告诉《中国经济周刊》记者,他所在的公司早在2004年就率先于该央企内部试点进行了公务用车货币化改革。该企业的车队原本有近50辆公务用车,车改后采取“公司补贴一部分、职工出一部分”的政策将绝大多数车龄较长的公车经过第三方评估,面向中层以上干部进行了拍卖,公司只保留了不到10辆车况较新的公车备用,同时不再发放任何交通补贴。


  对于改革前后的差异,吴平表示,原先该公司的领导班子成员上下班都是司机接送,改革后都是自驾车出行;原先仅公司车队就有近30名司机,改革后仅有10人左右;原先公车的日常养护维修费用巨大,拍卖后公司节约了很大一部分开销。


  在吴平看来,随着时代的进步,当前推进央企公车改革的环境,要比十余年前他们“试水”时有利得多。“首先是车作为领导干部私属配置的标签功能减弱了,现在很多员工的私家车都比单位的公车上档次,而且开着私家车想去哪儿去哪儿,何必开公车提心吊胆。其次绿色出行的理念也比以前强了,尤其在北京这种城市,赶时间的话坐地铁也比开车快。”


  而在某电信行业央企总部,目前公车使用现状是领导班子成员“一人一车一司机”,配车为奥迪A6L,排气量从2.4L到3.0L不等,此外还有两辆商务车。“司机虽‘名义’上不是专职为领导服务,但因要随时待命保障领导外出,其他人也不敢调用司机,其实就是领导的专职司机。” 该央企某部门负责人向《中国经济周刊》记者介绍,“我们公出办事要么开车,要么打车,让单位派车还得填单子走程序,太麻烦。”


  而在某电力行业央企总部,记者了解到部门负责人(含)以上层级的领导均配公车,该央企的一位员工对《中国经济周刊》记者表示:“公车使用也反映了企业文化,多数电力企业前身都是政府部门,不光是车的问题,很多方面都是政府机关沿革下来的那一套。”


  回忆十年来的车改历程,吴平坦言:“车改要想彻底,主要在领导,根子在观念。”


  如何处置车和安置司机?


  “国资委只要召开个会议,机关大院里基本停满了奥迪,全是各央企的,领导在楼上开会,司机在车里坐着。”李军告诉《中国经济周刊》记者。


  李军描述的场面其实就是车改前央企领导出行的真实写照。如何处置车和安置司机,无疑是央企车改中必须直面的两个问题。


  关于车的处置,《意见》明确要求:公务用车制度改革过程中,要优先淘汰使用效率低、运行维护成本高、配置标准明显偏高的公务用车。《意见》还指出,“中央企业要根据国家有关国有资产转让规定制定统一规范的公务用车处置办法,公开处置公务用车,防范国有资产流失。”


  这意味着央企自身将是处理车改取消车辆的主体。如何避免公车改革出现阳奉阴违、国有资产流失等情况,保障车改效果,畅通监督渠道得下大功夫。中央公车改革领导小组办公室负责人对媒体介绍,除了纪检监察部门加大车改执行情况监督检查力度,审计部门加强监督,将改革后公务用车配备和运行维护费用等纳入日常和专项审计监督,还将通过加装卫星定位系统等手段,实现实时动态监管,防止公车私用。


  此外,司勤人员作为车改大潮中的重要利益相关方,其安置问题也受到关注。《意见》要求:中央企业要根据配备、使用公务用车的实际需要,合理设置司勤人员岗位,按照公开、平等、竞争、择优原则确定留岗人员。要依照有关法律法规妥善处理好与相关司勤人员的劳动关系,保障其合法权益。


  记者在采访中了解到,司机的安置问题与司机本人的用工性质息息相关。很多在央企工作多年的司机早已是无固定期限合同,这部分司机普遍年龄较大,“开了一辈子车,还有两年就退休了,我不可能这个时候离开单位。”在央企多年从事司机工作的李师傅斩钉截铁地对记者表示。


  “后来的很多新司机都是劳务公司派遣的,合同是和劳务公司签的,如果不需要他们了,走(离职)的几率大。”李师傅话锋一转,“不过年轻嘛,到哪儿都有机会。”


  此前,国务院国资委新闻中心副主任苏桂锋曾在一个探讨公务车改革的论坛上表示:“(央企车改)主要的目标是坚持社会化、市场化这样一个方向,实行规范化的管理,落实责任,健全制度,实施预算管理,推行公务用车的公开透明,这是一个大的方向。”


  苏桂锋表示,公务车的改革并不意味着单纯地甩包袱,同时还要保证基本必要的公务出行,这在很大程度上也要依赖于社会提供比较完善的公交体系、租赁体系等等。
