正在召开的全国两会上，全国政协委员、政协外委会副主任韩方明提案建议将西沙群岛的永兴岛建成全球离岸公司注册地。韩方明建议，中央出台特殊政策，并经海南省人大立法，允许永兴岛成为离岸管辖区，变成全球离岸公司注册地，发展离岸金融。将之打造成为南海经济带的桥头堡，并推动我国南海战略的实施。
经济价值凸显
据介绍，永兴岛是中国最年轻的城市三沙市的首府，面积有2.13平方公里，是中国南海西沙群岛、南沙群岛、中沙群岛之中最大的岛屿，属于西沙群岛，目前功能最完备、设施最齐全、居住人口也最多的岛屿，是西沙、南沙、中沙三个群岛的军事、政治、文化中心。
“永兴岛若成为离岸管辖区，将在亚洲形成一个特殊的离岸金融区域，有助于永兴岛的经济开发。”韩方明表示。
发展特殊经济区域，允许国际自然人或者法人在其领土上从事各种离岸业务，并主要依靠低税或者免税政策大力发展离岸金融业。目前百慕大（Bermuda） 、开曼群岛（Cayman Islands） 和英属维尔京群岛BVI-British Virgin Islands） 是世界上企业注册数量最多的三大离岸公司注册地，成为全球各地企业的“避税天堂”。
与通常使用的按营业额或利润征收税款的做法不同，离岸管辖区政府只向离岸公司征收年度管理费，除此之外，不再征收任何税款。同时，“离岸”管辖区给予银行机构宽松条件，离岸公司可以在国际性银行开立账号，具备财务运作上的方便权。
据统计， 在2004年到2014年的10年间，就有多个中国知名公司先后在开曼群岛注册，一是为了上市，二是为方便避税及国际资本运作。同时，全世界最大的25家银行都在开曼设有子公司或分支机构。
在韩方明看来，在永兴岛设立离岸管辖区有诸多益处。首先，南海诸岛仍然处于开发的处女地环节，发展空间广阔，便于实施规划战略。特别是永兴岛位于连接远东与欧洲的黄金水道，海洋交通发达，一旦开发好，有助于成为我国的远洋开发门户。
另外，还有利于吸引财富回流，遏制财富外流。韩方明说：“以往我国许多企业在英属维尔京群岛、开曼群岛等外国岛屿注册建立，在一定程度上仍然造成了国家财富的流失。在永兴岛发展离岸金融产业，有利于吸引更多中国企业回迁或在永兴岛注册离岸公司，通过市场化手段遏制财富外流的趋势。”
政治意义重大
“另外一个层面，永兴岛对于我国在南海群岛的主权具有非常重要的意义，在全球政治、军事版图中也举足轻重。”韩方明对记者如是表示。
韩方明进一步指出：“通过离岸金融的开发，大量海外企业前来注册，对于我国在南海岛屿的主权是一种市场承认，有助于我国南海战略通过国际金融的往来而得到更加全面的实施。”
其次，这也有利于治理体系的改革。作为新兴岛屿，永兴岛可以在中央坚强领导的前提下，参照国际离岸管辖区的普遍经验和架构进行改革，将一些可以实施但囿于条件而未能实施的国家治理现代化改革放在永兴岛上实施，使之充分发挥特区中的特区之特殊作用，为治理现代化试水探路。

由此，担任全国政协外事委员副主任，也是非官方的外交与国际关系智库察哈尔学会创会主席的韩方明建议，明确永兴岛为离岸管辖区，以永兴岛为龙头，加强南海岛屿经济开发，通过法律与政策等方面的支持，探索建设离岸金融服务产业。他建议，立法支持方面，由全国人大、海南省人大对离岸管辖区进行授权，并对离岸公司注册事宜进行系统性规定。同时，在税收、商事登记等方面参照国际离岸管辖区的一般规则进行管理权授予，允许先行先试。设施支持方面，完善离岸经济产业发展所需的各项配套设施，加大港口、机场、网络通讯设施以及其它服务行业建设。外交支持方面，以建立离岸金融区为契机，加强多边经济合作，并以此维护我国海洋主权，促进南海地区的稳定与繁荣。
