　　全国政协委员、民建贵州省委主委武鸿麟今年向全国政协十二届四次会议提交提案《关于支持贵州设立遵义大学和茅台学院的建议》。

　　武鸿麟在提案中提出，目前贵州正处于脱贫攻坚的关键时期，经济快速发展，GDP增速全国名列前茅，但是人才总量不足、科技创新能力弱，是制约贵州经济社会发展的主要瓶颈。特别是高等学校数量少，在校生规模小，与贵州经济社会发展的需求和全面建设小康社会的需要相比，还存在着较大的差距。

　　武鸿麟表示，贵州拟建的遵义大学和茅台学院是贵州“十三五”期间重点设置本科高校，均位于红色老区、国家历史文化名城遵义市，希望得到国家的大力支持。

　　支持设立遵义大学

　　据《贵州日报》2013年12月报道，三大红色革命圣地中，延安有了延安大学，井冈山有了井冈山大学，唯独遵义没有遵义大学。报道称，遵义师范学院已成立创建遵义大学领导小组及办公室，力争在2015年“遵义会议”80周年前夕建成遵义大学。

　　武鸿麟认为，遵义师范学院已基本具备更名为大学的条件，具有较为鲜明的办学特色和较高的办学水平，更名也得到了省、市党委政府的大力支持。

　　“以遵义师范学院为基础设立遵义大学，走应用技术型综合大学发展之路，可更好地解决遵义经济发展对人才的需要。”武鸿麟在提案中写道。

　　此外，他还认为，贵州现有27所普通本科高校中，大学建制的只有5所，仅占18.5%，与全国相比存在很大差距。布局结构不合理，师范类院校比例过大，综合类院校偏少，“大学”都集中在省会贵阳。

　　“遵义师范学院更名为遵义大学，有利于改善贵州普通高等学校及学科结构，改变市州没有综合性大学的现状。”武鸿麟说。

　　支持设立茅台学院

　　在提案中，武鸿麟还提出支持设立茅台学院。

　　据澎湃新闻查询，茅台学院由仁怀市委、政府搭台，茅台集团出资，定址于仁怀市南部新城，筹建工作至晚在2012年就已经启动。

　　是年10月，时任茅台集团党委书记陈敏带领茅台学院负责人一行，前往贵州省教育厅协商茅台集团创建贵州茅台学院筹建事宜。

　　2013年12月，茅台学院被列入教育部专家考察的申报设置高等学校名单。茅台集团官网报道称，2013年12月29日，全国高校设置评议委员会专家组莅临公司就茅台学院筹建工作进行考察。

　　武鸿麟在提案中写道，茅台学院已具备设置普通本科学校的基本条件；已经建立了比较完善的治理结构，符合民办高校内涵建设的基本要求。

　　他认为，随着贵州省工业化进程的加快，工学类人才需求量已经呈现出急剧增加的趋势，设立茅台学院是“落实贵州省实施工业强省战略的现实需要”。

　　目前，中国白酒出口量少、国际竞争力较弱。茅台集团董事长袁仁国曾在《贵州日报》撰文称，2013年，中国白酒的出口值占白酒总产值不到1%，出口贸易额只占世界酒贸易额的1/1000。

　　武鸿麟认为，中国白酒、葡萄酒以及保健养生的功能酒等酒类产品在国外市场的大面积空白，为茅台酒等中国酒的市场提升，走向世界提供了巨大空间。

　　“设置茅台学院，培养大批的酿造类世界一流高素质人才，是推动中国酿酒产业走向世界的战略需要。”武鸿麟说。

　　此外，他指出，设立茅台学院也是推动教育扶贫的现实需要，可以“充分发挥茅台集团的资金、技术、管理等优势，进行定向、订单式培养，起到招收一个学生，安排一个工作，脱贫一家人的作用，加快精准脱贫”。
