  全国政协委员、北京市规划委主任黄艳昨日在全国两会上接受京华时报记者采访时透露,出于对交通治理和动物生存环境等的多方面考虑,本市正在研究对北京动物园进行部分或者局部搬迁。


  研究动因


  身处闹市易引发严重拥堵


  在今年1月召开的北京两会上,北京市政协委员、北京国际城市发展研究院院长连玉明提出,疏解非首都功能不能小打小闹,要围绕调整结构动大手术。今年年底“动批”将彻底完成疏解任务,这为北京动物园搬迁至大兴以及在北展地区建设北京城市中央公园提供了极佳的契机。


  对于这一问题黄艳回应称,作为疏解和优化的一方面内容,本市目前确实在研究对北京动物园进行搬迁的问题。


  谈 到原因,黄艳表示,动物园地区属于城市核心区,所在地区过于嘈杂。虽然有关部门已安装了相应的隔音屏障,但由于一些动物生存的特殊要求,外部噪声会影响动 物的居住,特别是对一些大型动物造成干扰。此外,每逢节假日、周末,前往北京动物园观光的北京市民和外地游客数量极其庞大,动物园地区作为一个旅游重地, 都会出现较为严重的拥堵。


  研究意向


  局部搬迁给市民留“念想”


  不过与北京市政协委员整体搬迁的建议不同,黄艳表示,考虑到很多市民对于北京动物园的感情等因素,目前本市的初步研究意向是在充分保护好文物的基础上,对北京动物园进行部分搬迁,搬走其一部分功能,考虑留下一部分或者局部适于在中心城区存在的功能。


  黄艳表示,届时将适宜在此环境中生存的部分动物仍旧留下,“这样既能减少人流,又对动物生存有利,而且中心城区留下的动物也能满足游客参观动物园的需求,留下市民对于动物园的‘念想’”。


  至于北京动物园是否迁往大兴,局部搬迁都包括哪些部分,黄艳表示,整体规划还在研究之中,目前尚无明确的时间表。

  十二年前动物园“迁”动人心


  公 开资料显示,北京动物园位于北京市西城区西直门外大街,占地面积约86公顷,水面8.6公顷。始建于清光绪三十二年(1906年),是中国开放最早、饲养 展出动物种类最多的动物园。饲养展览动物500余种5000多只;海洋鱼类及海洋生物500余种10000多尾。是中国最大的动物园之一,也是一所世界知 名的动物园。


  早在2004年,北京动物园就曾有过要搬迁的说法。那时距离北京动物园百岁生日,还有两年。


  2004 年北京两会期间,部分北京市人大代表、政协委员提出建议北京动物园搬迁一事,意见主要集中在北京动物园留在城市核心区的三大弊端:对城市的公共卫生安全造 成威胁;动物园的客流量给本来就紧张的城区交通形成了压力;动物园狭小的生存空间影响动物生长发育。当年,北京市发改委曾就北京动物园搬迁一事,在小规模 范围内召开论证会,邀请昌平、延庆、大兴、顺义四区县,园林局、财政局、林业局、建委等各个委办,以及动物、生态、环保等方面的多位专家学者参与。随后, 发改委委托四区县做搬迁选址调查。


  北京动物园酝酿搬迁的消息一经传出后,引起了全社会广泛的讨论。2003年,SARS发生,所以 支持北京动物园搬迁的人士大多提到了公共卫生安全问题,担心动物园可能成为疾病源。而反对一方,则认为北京动物园是一个有百年历史的文化遗存,也是一个让 人学会热爱环境热爱生命的爱心之园,北京动物园离开城市,意味着它作为教育功能的丧失。


  十二年后委员再提动物园迁址


  在 今年1月召开的北京市两会上,京华时报曾报道,北京市政协委员连玉明再次提出,长期以来北京动物园一直发挥着国家动物园的功能,其生存发展与城市功能布局 之间的矛盾愈加尖锐。在这一背景下,北京动物园搬迁到郊区就成为一种必然,这既解决了发展空间的问题,也可以使动物远离噪音和空气污染,彻底改善动物的生 活和居住环境。


  连玉明建议,要借助北京新机场临空经济区建设的东风,将北京动物园整体搬迁至位于大兴的北京野生动物园,并将其扩建成国家动物园。动物园搬离可以有效整合“动批”搬迁后空间资源,为综合定位和规划该地区城市功能,转变城市发展方式奠定基础。


  同时他建议,有关部门可将展览路街道所辖范围全部纳入城市中央公园规划建设范畴,由市规划委牵头,会同西城区政府等相关单位,研究制定城市中央公园规划,并纳入北京城市总体规划修编之中。


  谈开放式小区


  新建小区拟先推街区制


  针 对市民热议的“小区开放”,黄艳表示,世界上一些先进城市,很少有大量围墙出现。那些城市的核心区或者中心地带,街道设计普遍非常人性化,很少有过宽的马 路、高速等干道穿行。虽然路不太宽,不过其道路密度比较大、例如纽约市道路间距是一二百米。而在北京城区,道路间距达到了300至500米。一些大型单位 或者小区,甚至占据了几个街区的宽度并且封闭管理。例如,有的地铁站建设时一些方向没有出口,就是因为一些封闭的单位或小区堵了路。


  对于北京市的现状,黄艳总结说,其问题主要是道路密度太小,城市开放度不够,以及城市管理治理水平还偏低。


  对于一些市民的疑虑,黄艳分析,每个现有小区在建设之初,对于公共部分与小区业主自有部分都是分得很清楚的,有关部门不会去强行开放业主拥有的部分。同时,本市街区制的发展变化肯定是逐步的。


  她 介绍,有关部门拟优先在新建小区推行街区制,即街坊化社区,实现小型化、开放化和人性化。同时今后针对一些大型园区的建设,也将不再允许其进行封闭式管 理,其道路将允许社会车辆和行人等穿行。后续再逐步通过小区自治和共管共享等方式,以不强制化的方式,考虑优化存量小区部分。


  谈副中心建设


  房屋供给以租赁房为主


  行 政副中心通州的规划建设饱受各界关注,对此黄艳回应,今后通州区的规划建设将更重视人性化,实行绿色交通。例如路网设计将以“街坊路”为主,道路会更加密 集,道路间距普遍在200米左右,不会再设计那种500至800米的道路间距。可能上下行各一条车道的道路会出现得更多,60米以上宽度的道路会较少,让 市民过马路更加方便。同时通州也会大力推行绿色交通,推广公共交通和城市慢行系统等。


  在房屋供给方面,黄艳谈到,今后通州会以职住平衡为目标,优先发展供在当地就业人员居住的各类租赁房和政策房,而不会再敞开口子卖房。以严格限购等手段,杜绝房产投机行为,不让通州成为睡城。


  针对城市发展的配套设施,黄艳表示,通州今后会加大对学校和医院等优质资源的配置,优先打好这方面基础。


  针对通州区已建成的存量地区的规划,黄艳表示,建成区的改造重点是提升其管理质量。对于建成区不适宜存在的大型市场,也将陆续从通州的核心区域迁出去。


  谈城市总体规划


  建设用地规模或将减少


  黄艳称,目前北京城市总体规划的修编进行了实施评估等工作,正在进行深入编制。制定新的总体规划时,需要更好地控制城市规模,设计好人口天花板等数据,在布局好自身发展的同时,还要在融入京津冀的过程中起好带头作用,构建好大城市群的布局。


  谈 到规划特点时,黄艳称,瘦身健体、疏解非首都功能是其中一项重要内容。多规合一是特点之一,例如城市规划和国土规划就有望统一。此外,还要强化对乡村方面 的规划,过去的规划更重视城市部分,这次对于交通、环境、公路、防灾等各种专项规划,都同时落实在城乡两个层面。


  黄艳还称,过去的 规划多以发展为导向,这次更强调约束性,会明确约束性指标及其边界,并落实在各区和部门的工作指标上,例如按照此前规划制定的指标,到2020年,北京建 设用地规模将控制在2800平方公里以内。但由于目前北京市确实存在土地开发利用太大的问题,因此制定新的北京城市总体规划要减地,到2030年,北京建 设用地规模有可能要缩回来,控制在2700平方公里以内。对于这一设想如何实现,黄艳解释,这可以聚焦于那些无效和低效利用的土地,例如占地面积大效益低 的批发市场等。同时,也可以采取压缩建设用地的方式。


  对于今后的城市建设,她认为要将城市划分为三方面,包括城市生态保护区域、城 市建设区域和严格限制建设区域。其中在中心城区的优化重组上,要通过补上道路、绿化、停车等短板,对土地进行腾退、收回或再建设,对城市基础设施、公共服 务设施和生态绿化设施等进行完善,让市民生活得更加舒适方便。
