　　中国西藏网讯 3月7日，正在参加全国“两会”的全国政协民族和宗教委员会主任朱维群在接受记者专访时指出，近期，围绕达赖集团伪政府“司政”的“选举”，集团内部屡曝争斗。内斗突出表现为对如何实现“西藏独立”办法的分歧，并未改变达赖集团是一个背叛国家的分裂主义集团的本质。只要西藏和四省藏区保持发展、稳定与好势头，我们就能牢牢掌握对达赖集团的主动权，达赖集团内斗也势必持续下去。

　　达赖集团内斗只是有关如何实现“西藏独立”的方法之争

　　记者：近日，多家外媒报道，随着“西藏流亡政府”所谓的“大选”将至，达赖集团内斗几近失控，有对骂的，有辞职的，有自杀的，还有公开跟达赖唱反调的，简直乱成了一锅粥。你怎样看待这场争斗？

　　朱维群：这次达赖集团所谓的“大选”，是要选出新的行政负责人。为了这个“大选”，达赖集团内各派势力、各种代表人物“各自想拳经”，内斗已经很长时间了。这些内斗并非偶然，也并非完全因为这场“选举”引起，而是达赖集团内部不同政治派别、不同宗教派别、不同地域代表性等多种长期的、深刻的固有矛盾的反映，也是达赖集团在分裂主义道路上日益走下坡路，陷于走投无路困境的反映。我估计这种纷争内斗还要继续，到正式“选举”的时候将达到一个最热闹的阶段，在“选举”结束后也会围绕其他题目继续下去，不会因为“选举”结果出来就平息。

　　对当前达赖集团内部这场争斗，我们没有必要看得很重，因为争斗双方政治纲领本质上没有区别。

　　有一派主张回到公开的“西藏独立”，认为“中间道路”已经失败了，只有重新打出“西藏独立”旗号才有前途。果真如此吗？达赖不就是因为公开的“西藏独立”搞了几十年搞不下去了，才有“中间道路”的出台吗？这派势力实际上是在做“强硬秀”，以利在达赖集团内部的权力分配中攫取更大份额。

　　而“中间道路”一派又如何呢？我们早就指出，“中间道路”的核心内容是“大藏区高度自治”，其实质就是“西藏独立”分两步走。达赖集团“司政”上台伊始，就公开声称，“中间道路”是阶段性目标，“西藏独立”才是终极目标。这位“司政”虽然政治上不够成熟，但毕竟是美国亲自调教出来的，多数场合还是举“中间道路”的旗，达赖虽然多次表示看不上这块材料，但手中无可替之人，更不敢开罪美国人，所以，这位“司政”当下在集团内斗中颇占上风。

　　达赖集团内部这些人现在的打啊、斗啊、闹啊，最终不论谁当选，都不会改变“西藏独立”的分裂主义政治纲领，都不会停止对西藏的捣乱破坏活动，都不会停止达赖对西方国家的窜访。这个集团仍将是达赖本人公开或幕后操控全局，充当政教合一的老大角色。我们不对任何人存有幻想。

　　但是，上述现象显示达赖控制局面的能力迅速下降，达赖的“神权”已经不能保证他在境外藏人中不受任何触犯。有人已经敢于对达赖亲自提出的“中间道路”进行指责，这在过去是不可想像的。特别是国外很多藏胞对达赖的那套东西已经开始有看法了，离心倾向加剧。这是我们需要予以关注的。

　　达赖集团搞暴力，不仅没有任何成功可能，而且等于政治上的自杀

　　记者：境外一些报道认为以“藏青会”为代表一派势力有极端化的可能，有采用暴力恐怖主义手段的可能。你认为有这种可能吗？

　　朱维群：达赖集团的政治生涯始终是与暴力连在一起的，从来也没有脱离过暴力，因此不存在有没有暴力化可能的问题。达赖集团1951年以武力抗拒西藏和平解放、1959年搞分裂主义武装叛乱，然后是上世纪六十、七十年代对我边境的长期武装袭扰，上世纪八十年代多次制造拉萨骚乱，直至2008年制造“3·14”事件。在中央采取强有力综合措施后，达赖集团赤裸裸的暴力搞不下去了，开始搞一些“柔性藏独”的事件，但同样也没有脱离暴力，比如煽动一些不明真相的人去“自焚”，这是不是暴力？当然是暴力！

　　但是，他们搞暴力哪次成功过？历史的纪录是一次比一次失败得惨。今天，即使有的人疯劲上来了，跟我们比试一下，他能成功吗？力量根本就不成对比。现在的世界上，谁还敢公开给达赖集团搞暴力恐怖提供装备、金钱、人员上的支持？借他十个胆子也不敢！

　　另一方面，一旦公开使用暴力，达赖“非暴力主义”的帽子马上就戴不稳了，世界上就会有更多的人认识到，达赖集团如同我们早就指出的，是一个暴力恐怖集团，他自己就为我们的这个结论下了一个再好不过的注解。绝大多数国外藏胞也不会赞成、参加这种自杀行为。采用暴力恐怖手段，只会使这个集团加速走向覆灭。

　　当然，我们也要警惕一些亡命之徒以及背后支持他们的人铤而走险，给我们制造些麻烦。达赖一伙不是频频与公开主张暴力恐怖活动的东突势力眉来眼去吗？我们保护国家安全，维护社会稳定的工作准备不能放松，也从来没有放松过。

　　把实现西藏稳定建立在我们自己力量的基础上

　　记者：有些外国媒体认为，中国政府重视西藏，是因为有达赖集团的存在，你怎么看这个说法？

　　朱维群：西藏从来都是中国的组成部分，凡是中国的一部分，都重要，没有重要不重要之分，并非因为有敌对势力在捣乱才显得重要。西藏的面积占中国国土面积的六分之一，是我国重要的国家安全屏障、生态安全屏障、战略资源储备基地、高原特色农产品基地、中华民族特色文化保护地及世界旅游目的地。有没有达赖集团的存在和捣乱我们都要重视西藏，把西藏的事办好。

　　当前，要突出抓好中央第六次西藏工作座谈会各项布置的措施，抓好国家“十三五”规划在西藏的实施，打好扶贫攻坚战，加强寺庙的教育和管理工作。只要西藏保持发展和稳定，我们就牢牢掌握了对达赖集团斗争的主动权。至于达赖集团的各种内斗，如果他们觉得有趣，就让他们自娱自乐去吧！（中国西藏网 文/刘莉）
