  房市去杠杆降风险须引起重视


  本报北京讯(记者庄冠蓉)2015年的股市波动剧烈,给投资者造成挥之不去的心理阴影。在两会重庆团讨论时,全国人大代表、重庆市市长黄奇帆指出,如果听任当前一些地方的房市高杠杆,将会是另一场金融灾难。


  由于房市体量更大,牵涉面更广,加上房贷游戏规则、风险识别和监管上的不足,对国民经济和广大人民群众造成的危害会更大,尤其是银行的坏账风险。


  黄奇帆说,当前我们国家去杠杆,包括去政府债务、包括去工商企业债务,还包括金融系统内部的各种杠杆,尤其要注意金融创新的杠杆和理财产品为了牟利而加的杠杆,特别要注意一些融资项目跨界叠加形成的高杠杆。


  黄奇帆举例说,比如最近房地产交易中有一些房产商——也有些房地产买卖中的中介公司,他们给购房者提供首付支持。我们一些银行的购房贷款首付已经从原来的40%降到30%,现在有些已经降到20%,如果房产商或者中介再给买房的人提供10%到20%的首付,实际上就使得买房的人变成零首付或者5%到10%的首付——美国次贷危机的源头就是零首付,房价也就没头没脑地一两个月、三个月暴涨了30%、50%。这和去年股市高杠杆造成的3000点到5000点的后果是一样的。


  他指出,要更注重去杠杆降风险,绝不能用加杠杆的办法来促销售、去库存。“如果用加杠杆的方式去库存,跟中央精神是背道而驰的,会给经济带来巨大风险。”黄奇帆强调。
