One is budget reform.   楼部长,近期有学者担心,财税改革推进速度低于预期,对此您怎么看待?另外,下一步将采取哪些措施来提高财税改革的落地率?谢谢。


  楼继伟:


  十八届三中全会专门用了一章讲财税改革,确实我们非常努力,有些没有达到,或者说比三中全会要求的进度适当地慢了一点。总的来说,我们是达到进度的,几方面重要的改革:


  一方面是预算改革。无论是预算编制和预算执行都贯彻《预算法》中 的一些基本准则,比如先有预算后有支出,预算调整的程序,预算需要公开到什么样的细节,跨年度的平衡机制,比如说中期财政规划,还有对债务,特别是地方政 府债务的规范管理等等,我们都做了。有的方面还没有完全达到预期。出现这种情况,一个是转换过程中,大家的观念还需要转化,而且我们的全面深化改革也进入 了一个攻坚期和深水区,旧的思想观念、利益藩篱也是干扰改革实施的阻碍。确实,改革需要顶层设计之下坚决的推进,要啃硬骨头。同时,还要增强各方面的协 调,处理好各方面的矛盾。


  楼继伟:


  如果说哪些方面没有达到预期的话,税制改革总的比我们原来预计 稍微慢了一点,去年总理的政府工作报告就讲到力争完成营改增,去年没有力争到。今年的政府工作报告,克强总理已经宣布5月1日全面实施营改增,给了我们时 间表,没有“力争”两个字了,也就是说,这是任务鞭策。总理去年讲“力争”,今年5月1日的军令状已经下了。其他的可能还有,比如说要研究中央和地方事权 和支出责任的改革,所谓事权和支出责任的划分,这是个大事。原则上说,应当在税制改革基本完成后再做,我刚才讲了,主要税种,营改增今年一定要完成。另外 地方税体系还没有建立起来,房地产税还是在我们配合有关部门在立法的阶段,个人所得税改革正在提出方案。其他一些地方税的改革有的在进行,有的还在进展 中。因此,中央和地方事权划分和支出责任的划分,这样的改革是有前提条件的。再有,这项改革实际是说,财政部可以做一些顶层设计,但是大家不要忘记,财政 是国家治理的基础和重要支柱,这样讲的话它涉及到国家治理,也不是财政部一家能够解决,需要大家合力。


  我给大家举一个例子,比如说已经在进行的司法体制改革,已经试点 设立了两家最高法院的巡回法庭。如果从中央和地方事权划分来说,相应增加了中央的事权,最高法院巡回法庭不是地方的法庭,是巡回法庭,增加了中央的事权。 从另一个角度来说,事权和支出责任划分的改革,涉及到我刚才说到的国家治理的基础,需要各方面共同推进。
