  李克强总理讲到,国务院提交的预算报告中也讲到,今年的赤字率 为3%,比去年实际的赤字率提高0.6个百分点,去年赤字率是2.4%。今年中央和地方赤字合计是2.18万亿。提高赤字率是符合去年中央经济工作会议提 出的要求的,在适度扩大总需求的基础之上,着重进行供给侧结构性改革。我们现在经济面临新常态,新常态各方面矛盾都在凸显,包括长期积累的一些矛盾需要解 决,这种情况之下,我们的预算是按照中央确定的方针来做的,适当提高赤字率,要支撑经济实现一个中高速增长,同时着力进行结构性改革,这是一个总的调子。

  那么加了0.6%的赤字率,要做些什么事情?首先要保证一些重 点的支出。保重点支出,就要优化支出结构,按照可持续、保基本的原则,安排好民生支出,严格控制例如“三公”经费的增长,甚至要压减,让更多的支出保证基 本公共服务和重点民生支出,但是在这个过程中,要对收入高增长时期支出标准过高、承诺过多的不可持续的支出,或者政策性挂钩的支出,在合理评估的基础之 上,及时压减。相应地提高均衡性转移支付的支出,均衡性转移支付是由地方自主安排的。在目前调整的情况下,安排给地方更多的自主可支配的财力,是有利于应 对复杂多变的经济情况的。同时,按照脱贫的目标增加了扶贫方面的支出、老少边穷地区的转移支付。中央基建支出,今年安排了五千亿,五千亿做出调整,要把那 些小、散的项目压减,集中用于属于中央事权的、跨域的、公益性比较强的、重大的一些基建支出项目上去。

  还有,我们要加强统筹,根据新的预算法的要求,各部门两年以上结 转,就不能再结转了,预算安排应该支出的支出掉,第二年如果说一些因素使得没有支出完,还可以结转,第三年就不能结转了,就要拿到总预算统筹安排使用,就 要统筹。一些地方前几年结余的资金也比较多,要求他们加快使用,这是怎么来实现保支出、保重点等等。
